OVERALL ROLE
• Responsible for the definition, coordination, management and planning of the commissioning activities (leading to electricity production) and in particular the take over the power plant (including all sub-systems) and its handover to Asset Management. Responsibility regarding takeover of none electrical items ( ie crane or other mechanical items term not directly contributing to electricity production) to be confirmed.
• Ensure that the commissioning activities comply with the project requirements in terms of safety, quality, planning and performance.
• Ensure that the technical departments' best practices are implemented.

KEY RESPONSIBILITIES AND TASKS
General
• Ensure Project HSE and regulatory requirements are implemented and followed
• Manages the commissioning teams (Commissioning lead, SAP, CEX, commissioning engineers) ; some of managing tasks can be delegated to commissioning lead.
• Establish and manage sub-project organization/groups, including split and delegation of responsibility for commissioning activities,
• With the support of commissioning lead, nominates CEX and SAP and is responsible of electrical safety. It can be delegated to commissioning lead
• Lead the commissioning of the Employer’s supplied systems (e.g. Communication Systems, SCADA Systems, PI Historian, O&M Base Systems)
• Lead commissioning related interfaces with other parties (CONTACTORS for instance) and commissioning work (from CONTRACTORS for instance) are delivered as per contractiual requirement (including OSS maintenance phase led by O&M team) in direct coordination, when required, with the project team leaders: EPCI Director, Asset Manager(s), QHSE managers, Consent Managers, offshore Construction Managers, SCADA Managers, Package managers etc.
• Provides and prepare as required reporting and presentation to COU management, shareholders and key stakeholders
• Define, implement and maintain the Commissioning Plan and associated procedures to coordinate the commissioning activities, in line with contractual requirements
• Ensure the Project conforms and will perform to the performance expectations of the Asset Manager and the Project Documents (PPA, etc.)
• Ensure, as far as practical, the training and onboarding of O&M team for smooth transition between construction and production phase (on job training, document review)
• Ensure internal and external lessons learnt sessions are performed and actions are implemented in order to optimize the commissioning,
During engineering
• Review and comment contractor’s commissioning documentation and challenge the proposed commissioning plan and procedures and ensure alignment with overall Commissioning Management Plan,
• Create commissioning and test plans for Owner/Client systems and interfaces between Contractors, or Client and Contractor
• Participate in all relevant reviews such as early HAZOPs, HAZIDs, technical reviews, organization, etc.
• Ensure commissioning procedures and test plans are in line with Asset Management, O&M, and Project requirements in terms of content and performance.
During construction
• Coordinate and manage commissioning activities in close cooperation with the Offshore Construction Manager, planning team and the Package Managers,
• Review commissioning test results and ensure proper oversight of contractor testing.
• Identify the need for additional testing especially between systems
• Lead the commissioning of the Employer provided systems (SCADA, Security, Meterological, Bird/Mammal Monitoring, etc.)
• Ensure handovers between commissioning teams and Asset Management are performed.
• Be the main point of contact for all commissioning matters.
