WHO WE ARE:
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda, to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets.
JOB DIMENSIONS/GENERAL JOB DESCRIPTION
Senior Electrical Engineer will support Back office Electrical Engineer for site electrical activities. Senior Electrical Engineer will act as Electrical authority for MV and HV and will provide support and tutoring to electrical site technician(s). Electrical Engineer will manage technicians, service contracts and interfaces with power grid stations or providers.
Position will be in charge of managing electrical service contracts such as UPS, Lighting, HVAC, and vendor maintenance services.
Position is responsible for maintenance and inspection activities of EACOP electrical equipment:
·Pump package driven by electric VFD motor up to 2 M Watts.
·HV power distribution system
·Piping Heat tracing
·Pipeline LLHT system
·PV farm
·BESS (Battery system)
·UPS
·Electrical Control Panels, MCC, Switchgears, PLC’s, VFD’s, MoV’s, & CB’s,
·Diesel generators (4 M Watts)
·MVs, HV & LV Systems
·Building electrical wiring system and lighting system
·Air Compressors
·Nitrogen generator
·Fire Heater, Heat exchanger, Electric Heater
DUTIES & RESPONSIBILITIES
·Operations and maintenance:
oAct as Electrical Isolation Authority for EACOP.
oResponsible for electrical work, commissioning validation, safe and efficient operations of AGIs, EITS, HVLV etc.
oOversee all electrical maintenance activities along the EACOP pipeline, providing technical assurance, operational troubleshooting, and resource support during operations and stabilization.
oEnsure the electrical performance / availability of the facilities, highlight miss-functions, compile relevant data, establish a diagnosis, produce corresponding report with corrective actions and participate in the implementation of the agreed plan.
oPrepare periodic or specific reporting of the maintenance activities under position responsibilities.
oElectrical coordination focal point for external power providers.
oPreparation of Procedures for operations and shutdown.
oParticipation in operations of electrical incidents or shutdowns, ensure proper investigation and issuance of incidents technical reports.
oIdentify electrical systems optimization to improve availability, reliability, and decrease costs.
oTo ensure both planned and unplanned electrical equipment maintenance is done to ensure equipment performance and reliability.
oAssist in the evaluation and participate in the validation of the Site Modification Request (SMR/RFM) and consolidate the technical dossier as an electrical technical authority.
oParticipate in validation of the commissioning/pre-commissioning of new or modified electrical equipment; ensure good management of the punch list after the handover.
oParticipate and assist in the project commissioning activities and simops interfaces.
oContribute to optimization of the maintenance plan for critical electrical equipment.
oAnalyze major malfunctions and failures for critical equipment and contribute to the corresponding action plans with Electrical Engineer.
oContribute on supervision of Electrical spare parts management for critical equipment from Contractors by ensuring they respect the agreed methodologies and strategies that are implemented within FO stock policy.
oAssist Electrical Engineer in complex troubleshooting and maintenance activities.
·Electrical Safety and Compliance
oDevelop and implement Electrical Safety Rules and Procedures Startup, and operational procedures ensuring compliance with regulations and standards.
·Capacity Building
oBe a mentor and trainer to local Engineers and Electrical Technicians
oDevelop professional growth plans for safe future handover and operations (Capacity building, coaching, competencies transfer)
oBuild a TEAM spirit environment.
oEvaluate the personnels working in the team and make proposals for their training plan.
oOrganize On-The-Job Training (OJT) in coordination with the Training Coordinator.
·Quality Assurance:
oAssist in supervising and evaluating the performance of the Maintenance service contractor, secure that REXs are well implemented for the maintenance plan to be updated.

QUALIFICATIONS/EXPERIENCE REQUIRED:
·Academic Qualifications:
oBachelor’s degree in electrical engineering or similar
oProficiency in Oral and written English
oGood knowledge of CMIMS (Computerized Maintenance & Inspection Management System).
oCertified MV and HV engineer
·Experience Required:
o15-20 years of experience in Oil & Gas industry, 3-5 years minimum as site Electrical authority
oExperience in electrical Power generation, distribution, control and management systems with 10 years’ experience on transformers, HV/LV switchboards, HV/LV Motors, ECS and PMS.
oExperience of training mentor and Electrical accreditation process
oExcellent knowledge of Electrical international Standards and Safety Rules
oReliability, autonomy, analytical, organizational capacity, and strong technical knowledge.
oExcellent knowledge and awareness of HSE compliance.
