Activities
Methods
Define and execute the Drilling & Wells (D&W) HSE plan for Tilenga, consistently with TotalEnergies’ ONE MAESTRO HSE management system and D&W and HSE referential.
Manage the diffusion, implementation, and update of Bridging Documents, SIMOPS dossiers, Blow out Contingency plan and Technological Risk Assessment.
Lead Operational Risk Assessments for complex operations (SIMOPS, Downgraded Situations, well testing…)
Assist RSESs in identification, assessment, reporting and follow-up of Downgraded Situations (DGS)
Prepare and lead HSE Steering Committees in town
Preparation & participation to partners, contractors, and local authorities HSE forums.
Management
Manage 6 rotational positions as direct reports, including one junior position in the Kampala office. Ensure objectives are clearly defined, means are available to reach them, and deadlines are met.
Ensure coordination with OSE Coach for application & diffusion of HSE policy, Referential, procedures, initiatives & programs.
Maintain daily contact with OSE Coach to provide support, guidance and mentoring on the HSE subjects.
Operations and reporting
Lead audits of rigs & all 3rd party contractors working for Tilenga. Ensuring implementation of contractor safety management systems, compliance with contracts, TotalEnergies company rules, international best practices / standards, and compliance with ISO 14001.
Ensure supervision in timely reporting of Events into the SYNERGI data base; follow up actions progress.
Lead the HSE Committees on rig sites & control the quality of the Rig site induction.
Implement, in partnership with Drilling Contractors, TotalEnergies E&P Safety Initiatives on the rig sites.
Ensure assistance to OSE Coach for Incident or Accident Cause Tree Analysis and High Potential events investigation. Lead Cause Tree Analyses as required.
Control the HSE performance and the related KPI Objectives benchmarking; Control the reliability of HSE Report.
Contracts
Participate in the HSE performances evaluation of Rig & services providers during SQM & CFT process
Context and environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today.
A Green Field Project, the Tilenga field is to be found in a remote location in UGANDA near lake Albert with particularly sensitive environmental conditions.
A challenging project: heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation.
Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
Accountabilities
Achievement of HSE Objectives & annual planning in term of Site Committees and Company HSE Audits & Inspections.
Dispatching of HSE information in timely manner within TotalEnergies & Realization of Cause Tree Analysis in due time.
Assist and develop the RSES/SUPT or rigsite Operational Safety and Environment (OSE) Coach in application of the HSE policy
Take an active role in the process improvement methodology via frequents rig visits, audits, and inspections to ensure Anomaly reporting & hazard awareness are being maintained at a high level.
Assist RSES to Lead Investigation of HIPO Events and deduce root cause analysis; Respect of TotalEnergies technical & HSE procedures and policies.
Qualifications/Experience required
Qualification
Minimum education: 3 years University (BSc minimum).
HSE Background preferred, but candidates with proven track record on Drilling and wells operations will be considered.
Required certifications: Cause-Tree Analysis (Guarantor)
Certification preferred: Risks & Human factor; Respect for the environment in operations, Oil Spill Clearance.
Experience
Minimum of 8 - 10 years’ experience in O&G operations.
Minimum 3 years’ experience in Drilling and Wells operations with significant experience in a HSE supervisory level, and previous experience in a similar position.
Competencies
Good interpersonal relationship skills, multi discipline and multi-cultural.
Flexibility, communication skills, coordination, and leadership ability, Organizational abilities and sense of priorities.
