Missions / Job dimensions
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The contracting strategy entails 9 main packages (EPcm, EITS, Thermal Insulation, Line-pipes, LLIs POs, AGI stations, Pipeline and Marine Terminal – MST, and PV Farms) to be executed through 15 to 18 different direct main contracts. An EPcm contractor will be in charge of Detailed Engineering, Procurement and construction management support interfacing will all other contractors for the project.
COMPANY EITS Package SITE Representative will act as the on-site focal point for the COMPANY Package Team, ensuring proper supervision, coordination, and follow-up of all SITE activities related to the installation, hook-up, and testing of the EITS equipment.
The position provides the interface between the different COMPANY Package teams, the Construction CONTRACTORs, the EITS CONTRACTOR and other stakeholders to secure timely, safe, and compliant execution of works.
Activities
·Act as COMPANY’s on-site representative for the EITS Package scope of work.
·Interface daily with Construction teams and EITS CONTRACTOR to ensure proper execution of installation, hook-up, testing, and handover activities.
·Supervise and monitor the CONTRACTOR’s activities for EITS Package-related works, ensuring compliance with the PROJECT specifications, quality standards, and HSE requirements.
·Verify that CONTRACTOR resources (manpower, tools, calibrated equipment) are adequate and properly allocated to meet milestones.
·Maintain detailed follow-up of EITS SITE activities (installation, hook-up, testing).
·Identify and escalate any issues related to engineering, construction, or interface management.
·Coordinate/Support the mobilization of EITS CONTRACTOR teams
·Monitor storage, preservation, and calibration of EITS equipment as per Vendor and Project specifications.
·Participate in inspections, audits (HSE, QA/QC, or construction), and system walk-downs.
·Follow up on NCRs, deviations (DER), and site technical queries (STQ), ensuring timely resolution with Field Engineering support.
·Verify and challenge CONTRACTOR daily reporting (progress, manpower, compliance with procedures).
·Support CONTRACTOR in defining and implementing corrective actions for deficiencies or delays.
·Ensure that CONTRACTOR activities are executed with approved procedures, method statements, and latest design documents.
·Promote communication, collaboration, and teamwork among contractors, vendors, and COMPANY teams.
·Ensure timely preparation and completeness of handover documentation for commissioning.
·Report progress, milestones, risks, and issues to the COMPANY EITS Package Manager.
Context and environment
·The EACOP project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MST) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from Upstream facilities from Tilenga and Kingfisher fields will tie-in to the EACOP project. EACOP is developing the Tilenga Feeder line on behalf of the Tilenga Project. The EACOP Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
·Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than 39 months after FID;
·The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
·In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
·Job Location : The position will be based at Job Site Location in Tanzania.
Accountabilities
·Guarantee that all EITS package-related works are executed safely, with full adherence to CPY HSE policies and requirements.
·Ensure that all activities comply with project specifications, applicable codes, and contractual obligations.
·Secure timely delivery of works, avoiding delays that could impact commissioning or overall project schedules.
·Ensure quality control checks and tests are implemented and recorded in line with ITPs and approved procedures.
·Confirm that design documents used on site are the latest approved versions, and that changes are validated before implementation.
·Monitor CONTRACTOR performance and ensure resources are allocated in line with activities schedules.
·Challenge CONTRACTOR and subcontractors on QA/QC performance and ensure corrective measures are applied promptly.
·Validate and follow up on CONTRACTOR reports, NCR dispositions, and preservation/calibration records.
·Ensure zero carry-over work at handover stage
·Contribute to lessons learned, continuous improvement, and protection of COMPANY interests throughout the execution.
Qualifications and Experience Required
·Technical degree (Electrical, Telecom, or Instrumentation Engineering preferred) or equivalent professional experience.
·A minimum of 10 years’ experience in site supervision of electrical, telecom, and/or instrumentation installation works (Oil & Gas, Energy, or Industrial projects).
·Strong knowledge of construction and commissioning practices.
·Ability to coordinate and interface with multidisciplinary teams.
·Strong reporting and communication skills in English.
·Familiarity with HSE practices and site safety requirements.
·Proactive and solution-oriented mindset.
·Strong organizational and coordination skills.
·Ability to work independently while reporting effectively to management.
·Team player with good interpersonal skills.
·Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio
