MISSION AND JOB DIMENSION:
The Construction Superintendent EITS (Electrical, Instrument and Telecommunications Systems) is responsible overseeing the day-to-day construction activities of the EPcmC staff & CONTRACTORs for the installation and commissioning of electrical, instrumentation, telecom’s infrastructure, and security systems within the AGI, MST facilities and along the pipeline.
They will ensure the work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.
The EITS Superintendent will be responsible for the delegation and supervision of the EITS construction team across the package work scopes.
ACTIVITIES:
To manage the EITS scopes within the allocated LOT’s of the Pipeline, AGI, and MST area packages
To provide on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
Implement, use, and communicate safe work practices on and off the project sites
Supporting the Supervisors on the EITS Installations and co-ordinating Daily Reporting requirements
Participate in the creation of project schedules with the Project Management team
Ensuring CONTRACTORS, local partners and local contractors receive and understand instructions and guidance enabling them to execute their obligations and deliverables as per the contract scopes.
Identify conflicts in construction interfaces and communicate them to project team for resolution
Conduct regular inspections of the works in progress to ensure conformance and build integrity
Providing instruction and supervision to junior field engineers on day-to-day work scope execution
Participate in constructability and technical design reviews to identify any opportunities for optimisation to improve construction execution efforts and delivery
Interface with project preservation team to ensure EITS modules, skids and equipment are being correctly stored and monitored for preservation integrity
Interface with AGI, Pipeline and MST Superintendents to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.
Coordinate SAT’s and ensure the test reports are verified and endorsed
Planning and coordination of ITP inspection surveillance and hold points by the designated personnel.
Planning and coordination of system and subsystem completion for testing and commissioning readiness
Work within a multi-cultural business framework and provide ethical and compliant support.
Mentor exemplary behaviour regarding HSE, Ethics and Company "Code of Conduct" policy.
CONTEXT AND ENVIRONMENT:
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8x2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
ACCOUNTABILITY:
Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
Supporting and coordination EACOP project teams processes.
QUALIFICATIONS AND EXPERIENCES REQUIRED
Degree qualification (BS) in electrical/instrumentation/telecom’s engineering or other Company agreed applicable discipline qualifications that support the construction management, execution, and commissioning of the EITS scopes within the onshore pipeline and related AGI and MST facilities packages
A minimum of 15 years of E&I construction experience working in the Oil & Gas sectors.
10 years of E&I experience working within a cross-functional oil & gas pipeline project team supporting; electrical engineering, interface, construction, completions, and commissioning readiness.
Experience working with and analysing construction data to create accurate reporting KPI’s and progress status back to the project management team
REQUIRED COMPETENCIES
Competency and proven experience within equivalent proprietary management systems and associated desktop applications for project delivery
Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office, Word, Excel, PowerPoint, Visio
Demonstrated knowledge of compliance, risk controls and site HSE requirements
Understanding of critical path and key milestones within the construction planning programs
General knowledge of codes and standards such as ISO, IEC, NFPA,
Comprehensive knowledge and experience with HV/MV power systems, MCC, sub-stations installations
Comprehensive knowledge of instrumentation controls, ICSS, SCADA installations
Comprehensive knowledge of telecoms, fibre, backbone, and CCTV network installations
Comprehensive knowledge and experience managing LOTO and electrical isolation procedures
Demonstrated knowledge of system/sub-systems testing, commissioning and completions management
A high focus on identifying and meeting the key project deliverables and objectives.
Demonstrated proficiency in the interpretation of engineering drawings, plans and specifications
Demonstrated communication skills including the ability to articulate E&I construction concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
Previous experience working with multicultural contractors' and reporting their performance.
Staff management experience (knowledge of mentoring and motivation techniques)
Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
