EACOP is a 1,443km crude oil exportpipeline that will transport Uganda’s crude oil from Kabaale – Hoima inUganda to the Chongoleani peninsula near Tanga port in Tanzania.

Job Brief.
H&S LEAD will participate and provide input to the development oftargeted HSE Improvement Plans and associated support documents. EnsureH&S alignment with approved Plans. Build and maintain solid relationshipsand engage with management representatives, Company, and Partners.Participate in project Go / No-go H&S review for project mobilisation.Ensure thorough contractor HSE assessments, evaluations andpre-qualifications as required. Facilitate and participate in H&S RiskAssessments and ensure all sites and offices are covered by robust andcomprehensive HSE Management Plans where applicable.
Role and Responsibilities.
·Directly supportingAbout EACOP the EPcmC staff & theCONTRACTORs ensuring delivery of the Pipeline and associated AGI, MSTfacilities and EITS infrastructure are on-time and to budget.
·To provide on the job training and coaching tolocal content personnel, liaising either directly or indirectly with trainingproviders to ensure training is provided and performance monitoring of such.
·Implement, use, and communicate safe workpractices on and off the project sites.
·Communicate and mentor the EACOP principles ofZero Harm into the EACOP project delivery.
·Engaging and communicating the HSE roles &responsibilities to the project leadership and staff teams
·Liaise with Emergency Response and ensurecross-functional coordination and engagement where required.
·Ensure that the HSE organisation and managementsystems processes are operating and compliant
·Review COMPANY CONTRACTOR’s HSE procedures,processes and documentation such as SMP’s, SWMS, SOP’s etc.. to ensureminimum compliance to the Contract and HSE regulatory requirements.
·Perform specific focused HSE complianceaudits/surveillance reviews as scheduled or necessary.
·Monitor, manage and direct surveillance andinspection activities of EACOP H&S Team
·Monitor, manage and report on the HSE activitiesof contracted 2nd & 3rd party inspection services.
·Expedite the field reporting on the status ofConstruction progress against agreed HSE KPI’s.
·Maintain databases and record storage for HSEsystems reports and compliance audits
·Proficient as lead representative for presenting HSEsystems to internal and external auditors.
·Review and comment on COMPANY CONTRACTORS’ Safetyinspection reports
·Monitor HSE compliance with the COMPANYCONTRACTOR document deliverables and data.
·Scheduling the H&S supervisors to attend anddeliver site HSE moments, Toolbox talks at site pre-starts
·Participate in Incident Investigation or IncidentReviews as required or requested
·Participate in H2SE Inspections, Risk Reviews, orAssessments
·Attend regular scheduled project meetings asrequired and verify HSE metrics and KPI’s tabled
·Manage and co-ordinate the surveillance andcompliance reviews of COMPANY CONTRACTORS in accordance with the agreedsurveillance plan and / or inspection and test plan (ITP), etc.
·Perform inspections of equipment/materials/installationsto ensure HSE compliance.
·Work within a multi-cultural business frameworkand provide ethical and compliant support.
·Mentor exemplary behaviour regarding HSE, Ethicsand Company "Code of Conduct" policy.
Qualifications / Experience Required
·Bachelor’sdegree in an appropriate field of HSE study with 7-10 years’ Managementexperience in a HSE related field.
·NEBOSHDiploma / IGC or Company agreed discipline qualifications supporting the HSEmanagement for construction execution of Major Construction Project.
·In theabsence of a four (4) year degree in an appropriate field of HSE study, thisposition requires an additional Five (5) years of related HSE Leadershipexperience and the appropriate safety certifications in regulatory,management systems and training programs within the oil and gas industries.
·more than 7 years of HSE experience (min 5 years site based) working within a cross-functionaloil & gas project team supporting all OGP contracting modes 1-3.
·Experiencemanaging dynamic teams across multiple locations (nationally andinternationally)
·Proven trackrecord in developing and implementing national content succession plans.
·Demonstrableexperience in managing multi-cultural teams.
Required Competencies
·Competency and proven experience within ISO 45000& ISO 9001 framworks or equivalent proprietary management systems andassociated desktop applications for project delivery
·Competency within industry applications such asAssure, OMIE, Aconex, SharePoint, Adobe, MS Office; Word, Excel, PowerPoint,Visio
·Demonstrated knowledge of safety compliance, riskcontrols and site HSE hierarchy
·A high focus on identifying and meeting the keyproject deliverables and HSE objectives.
·Knowledge of project HSE strategy and commitmentsregarding execution, and field safety inspections.
·Demonstrate proficiency in the interpretation ofHSE, plans, policies, and regulations.
·Knowledge of root cause analysis (RCA);data-driven decisions, HSE risk analysis & analytical reporting
·Demonstrated knowledge of PTW systems of work andthe controls process for approvals
·Demonstrated communication skills including theability to articulate safety concerns and solutions with teams consisting ofindividuals with various technical and educational backgrounds.
·Previous experience working with multiculturalcontractors' and reporting their HSE performance.
