Position: Mooring Master / Marine Superintendent Location: offshore CEMAC Zone
Reports to: Line manager: Offshore Installation Manager (OIM)
Functional manager: Asset Manager
The Mooring Master / Marine Superintendent is a key member of the in-country operations team, with responsibilities extending across all assets in the field.

Job Function: Safety:
  • Ensure Safe Marine Operations: Guarantee the execution of marine operations in full compliance with HSE procedures, marine regulation and local regulations.
  • Risk Management and Safety Reviews: Participate in study reviews, risk assessments, HAZOP/HAZID, and audits.
  • Incident Reporting: Contribute to post-incident/accident reviews related to marine activities.
  • Emergency Response Role: Mobilize vessels during emergency situations as part of the Emergency Response Plan.
  • ISPS Code Compliance: Ensure strict adherence to the International Ship and Port Facility Security (ISPS) Code.
  • Emergency Response Coordination: Act as the focal point on the floating unit during the activation of the Emergency Response Service (ERS).
  • HSE Meetings: Participate in HSE meetings.
  • Operational and Safety Procedures: Maintain and update terminal regulations as well as marine and deck operational and safety procedures.
  • Ensure the deck crew has relevant certifications for lifting operations (banksman level 1) and carry out operations in compliance with lifting international standards.
  • Supervise lifeboat and all the LSA maintenance and inspections in collaboration with HSE.
Marine Operations Management:
  • Compliance with Marine Regulations: Ensure operations are carried out in accordance with international marine rules, OCIMF recommendations, local government regulations, and best practices in seamanship.
  • Contractor Management: Represent the company on-site, ensuring proper coordination and performance of external contractors.
  • Marine Operations Support: Assist in marine operations and provide necessary support as required.
  • Procedure Review: Analyze and provide feedback on specific marine operation procedures. Maintain up-to-date terminal regulations and operational & safety procedures.
  • Cargo and Deck Supervision: Oversee cargo handling and deck operations to ensure safety and efficiency.
  • Audits and Inspections: Participate in technical and operational analyses, audits, and inspections to ensure compliance and improve processes.
  • Knowledge Sharing: Contribute to the development of team skills and knowledge through effective feedback, mentoring, and experience sharing.
  • Performance Improvement: Support and drive improvements in team performance and expertise.
Integrity Management:
  • Hull Integrity Supervision: Oversee and execute hull integrity activities, including inspection, repairs, Class management, integrity management, and life extension of assets.
  • Class Focal Point: Act as the main contact for Class certification, managing the inspection and repair plan, coordinating Class surveyor visits, and overseeing UWILD.
  • Flag Focal Point: Ensure compliance with Flag State regulations and maintain communication with relevant authorities.
  • Personnel Management: Manage teams involved in hull inspection and repair activities, ensuring they perform effectively and safely.
  • Technical Expertise: Provide technical guidance on all marine and hull integrity operations, ensuring high standards are maintained.
  • Departmental Liaison: Collaborate with various departments to ensure the continuity and effectiveness of marine and hull integrity operations.
  • Integrity Strategy Coordination: Coordinate the implementation of the integrity management strategy, working closely with relevant stakeholders.
  • Data Collection: Collect and monitor data related to the floating unit's performance to ensure ongoing integrity and compliance.
Logistics:
  • Supply Chain Logistics: Manage logistics onboard, overseeing the loading and unloading of supply vessels to ensure efficient operations.
  • Logistics Supervision: Oversee logistics services, including passenger transfers, accommodations, and supply management.
  • Waste Management: Ensure the proper handling and shipment of waste to onshore facilities for treatment in compliance with regulations.
  • Fuel Stock Monitoring: Track diesel stock levels onboard and provide monthly reports to the onshore logistics team for inventory and planning.
  • Cargo Documentation: Monitor and issue cargo manifests to ensure accurate tracking and reporting of goods.
  • Crew Change Logistics: Develop and manage the crew change plan, coordinating all related logistics to ensure smooth personnel transitions.
  • FPU Stability and Ballast System Management: Ensure the stability of the Floating Production Unit (FPU) and maintain proper functioning of the ballast system to support operational safety.
Additional Responsibilities:
  • Lifting Supervision: Serve as the lifting specialist, validating lifting plans for operations
  • Vessel Audits and Surveys: Conduct surveys and audits of support vessels that are on hire or being considered for hire, ensuring compliance and operational readiness.
  • Marine Expertise Representation: Act as the subject matter expert for marine operations, providing guidance and technical knowledge.
  • Loading Master Role: Perform the role of Loading Master during offloading operations
  • Life-Saving Appliances and Lifting Equipment Management: Ensure the proper maintenance and functionality of Life-Saving Appliances (LSA), cranes, and other lifting equipment.
  • KPI Development: Contribute to the creation and monitoring of Key Performance Indicators (KPIs) for marine operations and the Floating Units Integrity Management Systems.
  • Daily Reporting: Ensure that daily marine operation reports are completed accurately and submitted in a timely manner.

Qualification & Experience:
  • Hold valid Master Mariner Certificate (STCW95unlimitied).
  • Relevant international marine experience
  • Extensive knowledge of international oil terminal regulations
  • Offshore survival certificate or STCW equivalent
  • Offshore medical certificate or STCW equivalent
  • Experience as Captain onboard oil or gas tankers
  • Fluent in French and English
  • Extensive and recent related experience within the international offshore oil & gas industry.
  • Computer skills: proficiency in Excel, Word, PowerPoint – other industry or Marine software is appreciated
