MISSIONS / SERVICE DIMENSIONS
The service holder is responsible, within the SINGA Project team, for all activities related to the development and administration of all contracts developed for the Project (studies, FEED, CCFT, EPC…).
The service holder is responsible for the following activities :
  • All processes associated to Call For Tender (documents preparation, clarification, negotiation…) for below contracts in connection with the project partners and the team based in Singapore (see below package split):
- CFT for FEED Contracts (offshore, onshore and Jetty/access Roads),
  • Compensated Call For tender (CCFT) for offshore EPC Contract,
- CFT for EPC onshore Contract and Jetty/access Roads,
  • CFT for the supply of PV Modules and Batteries Energy Storage System (BESS).
- Timely preparation and administration of contractual documentation
  • Management of the Contract
The service holder reports to the SINGA Project Manager, highlighting concerns encountered during the performance of his duties.
The service holder is also accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements and for implementing HSSE rules within his area of responsibility.

ACTIVITIES
1.Lead the Commercial/contractual matters of the CFT to be performed on the URF Package (Documentation preparation, clarification, Contract committee preparation…)
2.Commercial/contractual matters related to other contracts (preparation of documents, clarification, contract committee preparation…)
3.Commercial/contractual matters related to the contract such as but not limited to letters, Change Orders,
4.Documentation : Establishing the necessary systems and contracts to comply with Project procedures and management/HSE requirements.
5.Actively participate to the defense of claim strategy and prepare the technical argumentation with the Project Manager.
6.Administrate the Contract(s) to ensure contractor compliance, providing proactive Contractual/commercial support to the Project Manager during the Contract execution phase, including attendance at meetings (Weekly, monthly CO meetings).
7.Co-ordinate and review all correspondence issued to, and received from, Contractor and provide draft responses for Project Manager consideration.
8.Co-ordinate and manage all Change Order processes including COR/CO log management, performing contract and commercial reviews and, proposing responses for Project Manager consideration.
9.Participate to the settlement of dispute together with legal, insurance and finance specialists when requested.
10.Propose Contractual referential (contract templates, governance…) dedicated for the Project with all stakeholders of the Project (Partners).
11.Participate to suppliers and contractors evaluation and follow up.
12.Participate to the decision process for any future contract attribution.

CONTEXT & ENVIRONMENTT
he objective of the Project is to supply 1 GWac of green electricity produced from renewable energies and compliant with EMA requirements to Singapore.The green electricity is generated by an 7.3 GWp PV farm coupled with an indicative 14.21 GWh (nameplate battery energy) storage system (BESS) to ensure permanent energy supply (75% quarterly Power Load factor).The Plant will be in Rangsang Island in Indonesia and will cover an area of about 6,100ha

TECHNICAL REQUIREMENTS
-Qualification : Engineering or QS degree
-Professional Experience (number of years) : 10
-Experience of contract (number of years) : 15 years mainly in Contract/Controls Management (CCFT and/or Renewables if possible)
-Oral/written fluency in English Mandatory, Working knowledge of French appreciated
-Good knowledge of Contract, and TotalEnergies procedures and practices
