MISSION AND JOB DIMENSION:
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The job holder oversees monitoring the thermal insulation application activities (≈1,550km) that will be performed in the In-Country Thermal Insulation (TIS) Plant for the EACOP project over a period of 18 months.

The Job Holder is responsible for:
 Monitoring TIS coating activities at TIS Plant (Schedule, Productivity, Plant performance) through Production and Maintenance KPI.
 Resolving in collaboration with TIS Contractor all issues related to coating and thermal insulation activities
 Resolving in collaboration with TIS Contractor all issues related to thermal insulation plant functioning
 Leading TIS Contractor to reach and maintain line pipes yard organization, pipes load-in and load-out activities
 Advising TIS Contractor on coating process Production and Maintenance sustainability
 Ensuring compliance of the Line-pipe Thermal Insulation Application with Project Specifications,
 Supervising and controlling TIS Contractor activities during the TIS plant demobilization and TIS Contractor decommissioning
 Awareness of and compliance with H3SE standards and business ethics by subordinates and contractors,
 Reporting immediately to his hierarchy any non-conformance and ensuring the implementation of the corrective / remedial actions.

ACTIVITIES:

 Is fully knowledgeable of Project documentation with regards to the TIS Package.
 Assists the TIS Package Manager in managing TIS Contractor at TIS workshop.
 Manages the TIS Workshop supervision team and supervises day-to-day activities to achieve a proper control of all Contractor activities. Organizes daily meetings with the supervision team Controls – as a single point of contact.
 Reviews all TIS Contractor documentation and ensures alignment with Project requirements.
 Raise Non-Conformance Reports (NCR) when necessary, review Technical Queries and Deviation Requests.
 Maintains a tracking/punch list of all TIS site corrective, pending actions and follow-up their implementation.
 Calls for inspections/audits at Thermal Insulation Workshop when necessary.
 Participates to progress TIS weekly progress meetings, Project reviews as requested by Project requirements and meetings with any stakeholder as required.
 Work with logistic and construction packages to ensure and control that pipes are timely received/expedited to the correct location
 Identifies any potential issue or risk on TIS Contractor activities. Proposes mitigation plans.
 Reports to the TIS Package Manager of all events which may affect the successful completion of the Project goals. Proposes mitigation plans.
 Follows-up TIS productivity and provide inputs to daily, weekly and monthly reports. Coordinates KPIs.
 Maintains good relationships with TIS Contractor to achieve Project objectives.
 Anticipate all environmental and social non-compliances and facilitate their closure in liaison with discipline leads.
 Adopts and demonstrates exemplary H3SE behaviour. Control H3SE risk identification during inspections/audits and follow-up action plans. Ensures H3SE requirements are implemented.
 Actively participate to enhance EACOP Project Safety Culture through the Zero Harm Program
 Adopts and demonstrates exemplary behaviour with regards to ethics and project “code of conduct” policy.
 Promote through healthy industrial relations, a stable working environment in which project goals can be achieved
 Carries out any other duties or tasks that may be required by the position.

CONTEXT AND ENVIRONMENT:
 The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
 Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID.
 The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards.
 Job Location: The position is based at the TIS Workshop (Coating Plant) located in Tanzania, Sojo, TABORA region.

ACCOUNTABILITIES:
 Ensuring that TIS activities are performed in accordance with Project H3SE standards.
 Supporting TIS Contractor for the completion within the project schedule, approved
 Ensuring Production Quality and H3SE requirements.
 Coordinating with the team at TIS Yards the resolution Production/Quality issues, Decommissioning of the Coating Plan at the end of the Production Phase.

QUALIFICATIONS AND EXPERIENCES REQUIRED
 Experience Coating Plant Site Representative with a gool level of Coating Plant construction, with at least 15 years’ experience with similar large-scale projects & complex environment (experience in Tanzania as a plus).
 Good understanding of the Contractual relationships between Company, Contractor and their sub-contractors.
 Ability to work in a multi-cultural business environment.
 Good interpersonal and communication skills.
Fluent in English (speaking and writing).
