WHO WE ARE:
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda, to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets.
JOB DIMENSIONS/GENERAL JOB DESCRIPTION
Maintenance Engineer is under authority of Uganda Field manager and for activity performance under Maintenance and Inspection Head. He is managing the mechanic maintenance activities and EACOP Ugandan maintenance coordination for all discipline and site mechanical technician and several maintenance contractors.
He is responsible for maintenance activities for perimeter 1: feederline, PS1, PS2, MLBV station in this area.
·HSE:
oAdopt and demonstrate exemplary behaviour with regard to HSEQ rules & requirements and Company Ethics & “Code of Conduct” policy.
oParticipate in the development and implementation of Environmental management System (EMS) in MST perimeter.
oPermanently checking the safe status of the facilities.
oEditing operational procedures for the routine operation as well as for the specific operations.
oParticipate to the HAZID, HAZOP and Cause Tree Analysis.
oParticipate to PTW audits.
oEnsure that all operating procedures used for the operational discharge are updated.
oOrganize roving routine and on site visit to check regularly the operational and safety/environment status of the facility.
oContribute for the set-up an HSE plan to meet HSE annual target.
·Production Operations:
oEnsure the performance / availability of the facilities, highlight miss-functions, compile relevant data, establish a diagnosis, produce corresponding report with corrective actions and participate to the implementation of the agreed plan.
oPrepare periodic or specific of reporting of the activities under his/her responsibilities.
oSupervise the preparation of the PTW dossiers and confirm completeness prior to pass them to RO.
oHighlight miss-function, compile all relevant documentation, participate to the establishment of a diagnosis and enforce agreed corrective actions.
oParticipate on the validation of the 5WLA planning of the site and provide regular update to the MST back office for all activities carried out or under campaign.
oIdentify potential clashes and propose alternative sequences.
oIdentify the solutions for optimization in terms of HSE, organization, availability and maintainability, and reduced technical cost.
oParticipate to the definition and approve scope of partial or full field shutdown.
oApprove all the procedures for operation and shutdown instructions.
oEnsure that production incidents or shutdowns are properly investigated and sign the associated production reports.
oIdentify possible areas of optimization, potential improvement to increase equipment availability and cost reduction.
oEnforce the recommendations from the engineering support team and request assistance from base as needed.
oEvaluate and participate on the validation of the Site Modification Request (SMR/RFM); consolidate the technical dossier on maintenance side.
oValidate the commissioning / re-commissioning of new equipment or equipment modified; ensure the good management of the punch list after the hand-over.
·Maintenance Operations:
oParticipate on Work program preparation for maintenance in perimeter.
oReview Ugandan maintenance contractors’ quality and performance.
oEnsure good management of the campaign maintenance preparation and execution.
·Quality Assurance:
oEvaluate the performance of the Maintenance service contractor, secure that REXs are well
oimplemented for the maintenance plan to be updated.
oAudit and evaluate the performance of maintenance contractors on site and suggests ways to improve performance (including specific training courses), Organize multi-discipline audits of the installation in coordination with Contractor’s discipline manages.
·Capacity Building
oBe a mentor and trainer to local Engineers and Technicians
oDevelop professional growth plans for safe future handover and operations (Capacity building, coaching, competencies transfer)
oBuild a TEAM spirit environment.
oEvaluate the personnels working in the team and make proposals for their training plan.
oOrganize On-The-Job Training (OJT) in coordination with the Training Coordinator
DUTIES & RESPONSIBILITIES
·Responsible for the maintenance coordination carried out on site.
·Ensure that maintenance activities are performed in strict compliance with COMPANYs current safety rules and operating procedures and in accordance with best industrial practices/standard. Thereby guarantee the quality of the maintenance operations conducted on Site by the Contractor and outside agents.
·As part of the position, contribute on the optimization of maintenance in term of quality, availability and cost
·Contribute to HSE performance in line with EACOP objectives
·Ensure the Work Packs, Procedures, Permits to Works, Risk Assessments and Tool Box Talks are correctly drafted by the Support Entities
·Ensure the main resources of the scopes are provided in time by the Support Entities
·Ensure the Isolations, Inhibitions, Flushing, Inerting various scopes are provided
·Provide input for the Campaign various Planning and Scheduling
·Provide and Execution Plan and source the supporting resources (e.g. vessels, scaffolding, HSE supervision);
·Prepare and execute the on boarding process of the various workforces prior the execution phases to commence
·Ensure the Campaign is safely and efficiently done
·Manage related service contracts as to improve campaign efficiency;
·Contribute to the 2-Year visions of planned campaigns and the 90-day planning
·Influence the 90-day planning
·Influence the 5-week planning
·Issue t-REX.

Experience Required:
o10-15 years of experience in Oil & Gas industry or a high potential, 4 years minimum as site discipline or multidiscipline leader or supervisor.
oSite -multi sites and multidiscipline planning preparation or activity management experience.
oMechanical maintenance experience.
oMS office good experience
oPrimavera use good experience
oOther skills required: responsibility, natural authority, decision making, good communication skills, organization and methods.
