Situation in organization N+1 position: E&I Lead (Electrical & Instrumentation Lead)
Functional Links: Construction Manager, Commissioning Manager, QA/QC Leads, Contractor ICSS/DCS/PLC Teams, Instrumentation Team, Electrical Team, Vendors & OEM specialists, Operations & Process Safety.
Job dimensions
• Mozambique LNG is a strategic project led by TotalEnergies (~20 BUSD CAPEX).
The Onshore LNG facilities include two LNG trains (13 MTPA total), utilities, condensate and LNG storage, marine facilities, large-scale site infrastructure, and multiple EPC packages
• The Site DCS Engineer is responsible for ensuring the correct installation, integration, testing, pre‑commissioning, commissioning, technical compliance, and operability of the ICSS/DCS/PLC systems across the full Afungi site.
• Systems under scope include: PCS/DCS, SIS/ESD, F&G, Package PLCs, Subsea interfaces, Electrical Monitoring & Control System (EMCS), Equipment Monitoring System (EMS), and Marine & Environmental Monitoring Systems
• The role spans engineering → construction → pre‑commissioning → commissioning → handover. Activities 1. Technical Support (DCS / ICSS / PLC)
• Ensure compliance with engineering specifications, project requirements, applicable referential, and international standards.
• Review and validate ICSS/DCS/PLC documentation: architecture, I/O lists, logic diagrams, C&E matrices, network topologies, cybersecurity requirements.
• Support resolution of design inconsistencies and missing information, coordinating with engineering centers (Milan, London if applicable) and EPC engineering teams.
• Participate in P&ID reviews, HAZOP, Process Safety assessments, and safety review meetings if applicable
• Contribute to design improvements regarding operability, maintainability, and reliability of control and safety systems.
Construction Support
• Support installation of all DCS/ICSS equipment: cabinets, marshalling panels, safety logic solvers, field termination boxes, controllers, servers, networks, workstations, F&G panels, PLC cabinets, junction boxes, etc.
• Review ITPs, method statements, inspection reports, and ensure conformity with engineering deliverables.
• Participate in walkdowns, inspections, and tests (continuity, insulation, loop checks, Ex inspections).
• Ensure preservation, storage, and handling of sensitive control equipment throughout construction.
• Avoid contractor standby by providing timely responses to site queries (TQs), deviations, NCRs, and technical troubleshooting.
Pre‑commissioning / Commissioning Assistance
• Support preparation, review, and implementation of pre‑commissioning and commissioning procedures for ICSS/DCS/PLC systems.
• Participate in SATs for DCS/ESD/F&G and package PLC systems.
• Witness key tests:
o I/O loop checks
o Logic testing (ESD, F&G, permissives/interlocks)
o Sequence tests
o System performance tests
o Network redundancy checks
o Package PLC–ICSS integration tests
• Contribute to precomnissioning tracking system, punchlist management, and technical dossiers "as‑commissioned".
• Support start‑up sequence readiness with commissioning and operations teams.
Package PLC & Vendor Coordination
• Coordinate with package vendors (compressors, generators, HVAC, pumps, analyzers) for PLC integration into the ICSS.
• Validate communication interfaces (Modbus TCP/IP, OPC, hardwired I/O, serial links).
• Support vendor troubleshooting and on-site interventions.
• Ensure cybersecurity (access control, antivirus, USB control, configuration management).
5. Interface Management
• Coordinate interfaces between: Process – Mechanical – Electrical – Instrumentation – Telecom – Subsea – Marine – Commissioning – Operations.
• Ensure all subsea/onshore DCS/ICSS interface requirements are correctly implemented.
• Support integration of EMCS, EMS, SCS (Subsea Control System), analyzers, meterings, HVAC control, telecoms, and safety systems. 6. HSE and Quality Compliance
• Ensure compliance with Project HSE standards; promote safety culture at site level.
• Apply LOTO, PTW, electrical isolation, and safe control system intervention practices.
• Report unsafe acts and conditions; support technical HSE audits and reviews.
• Ensure construction and commissioning activities meet project quality requirements.
Reporting & Documentation
• Report discipline progress, risks, technical issues, and priorities to the E&I Lead.
• Ensure documentation is kept updated: as‑built drawings, loop folders, logic diagrams, network drawings, system configurations.
• Support MC, pre‑commissioning, and commissioning dossier compilation and turnover. Context and environment
• The project entity is a multinational joint venture with a significant social performance component and is project-financed by high-profile lenders.
• Position based on Afungi Site, Northern Mozambique (remote, high‑complexity environment).
• Afungi Site is extremely remote in Northern Mozambique, with unreliable infrastructure and communications.
• The site is subject to mitigation measures for malaria and general security risks.
• Interaction with engineering centers (Milan, London) or remote support may be required.
• Rotational position (4 weeks on 4 weeks off) Accountabilities
• Ensure technical integrity and operability of all ICSS/DCS/PLC systems during construction and commissioning.
• Ensure DCS/ICSS/PLC installation and testing comply with engineering, HSE, quality, schedule and contractual requirements.
• Provide fast, accurate technical support to ensure construction progress and avoid contractor standby.
• Contribute to safe, efficient handover to Commissioning and Operations.
Qualifications/Experience required
• Degree in Automation, Instrumentation, Control Engineering or equivalent.
• 8+ years experience in DCS/ICSS/PLC engineering and execution on major oil & gas / LNG projects.
• Strong knowledge of:
o DCS/PCS systems
o ESD/SIS and F&G systems
o Package PLCs
o Industrial communication protocols
o Safety lifecycle, HAZOP, LOPA
o TotalEnergies GS/CR referential
• Experience with large EPC contractors and multidisciplinary project execution.
• Strong HSE culture and familiarity with site construction and commissioning workflows.
• Fluent in English; French or Portuguese is an advantage.
• Ability to work in a multicultural, remote environment with high autonomy and adaptability.
