POSITION IN THE ORGANIZATION
Reports to: Security Manager


The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda, to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets.

JOB DIMENSIONS/ GENERAL JOB DESCRIPTION
To be responsible for ensuring that the plans for the security of the staff at all worksites are in place. He/she is also responsible for ensuring that these plans are effective and monitored to ensure optimization and that the employees on the project are secure. Additionally, the Security Lead is to ensure that the performance of Level One contractors and their security subcontractors are to EACOP standards

DUTIES & RESPONSIBILITIES
• Conduct risk assessments, of hotel accommodation and accommodation at site locations in Tanzania or Uganda in accordance with EACOP standards.
• Ensure the in-country Persons on Board (POB) List for construction is kept up to date and that employees’ locations are known for evacuation purposes.
• Attend daily meetings and address any security concerns as required.
• Conduct Security Inductions as required.
• Be able to work in different sites in multiple locations as and when required by EACOP, and as instructed by the Security Manager.
• Ensure Company Contractors are providing the correct number of security personnel at their sites and ensure the correct access control measures are being implemented.
• Assist the Security Manager in responding to Security incidents and assist in Emergency Response Incidents including medical emergencies as required.
• Monitor all media sources for any security related incidents in Tanzania or Uganda.
• Advise senior project management on any security related concern, keeping the Security Manager informed of all such interactions.
• Identify potential risks that may have an adverse effect on the project and ensure that they are captured on the Incident Database.
• Produce a weekly report of activities/meetings to the Security Manager.
• Communicate project requests to the Security Manger prior to agreeing to additional any works not included in scope of work.
• Ability to review Contractor Plans and Procedures
• Ability to write security plans, emergency response plans etc.
• Act as a member of the Incident Management Team if required.
• Detailed report writing (weekly reports to Security Manager)
• Ability to lead investigations, conduct investigative interviews and write reports. Run monthly progress meetings with the relevant Contractors for their sections (Pipeline, AGI, EITS), reporting of progress to the EACOP Management Team.
• Audit Level One Contractors and their security subcontractors to ensure compliance with standards and KPIs, incident reporting, training and vetting of new employees to the security subcontractors.
• When required cover for EACOP Corporate Security Personnel to liaise with GSF.
• Carry out any other legal and reasonable instructions from the Security Manager.

QUALIFICATIONS / EXPERIENCE REQUIRED:
Academic Qualifications:
 Applicants with a graduate qualification in Security Risk or Crisis Management, or who hold CPP, PSP, PCI, or CSMP certifications are preferred.
Experience Required:
 Applicants should have a minimum of 5 years of experience in similar roles within the Oil & Gas and/or construction sectors.
