    Surface Quality Surveillance Leader

    ACTIVITIES
    At all times the job holder will:
    • adopt and demonstrate an exemplary behavior with regard Company "Code of Conduct" and HSE rules and regulations.
    • implement HSE rules and requirements within his area of responsibility and comply with HSE training requirements for the position.
    • coordinate the Package Quality Surveillance activities.
    • ensure that Contractor Quality activities are planned and performed in accordance with Project requirements and Criticality Assessment/Surveillance Plan.
    • define and develop a Package Surveillance program covering Contractors and Suppliers in coordination with concerned Package Managers, Project Quality Manager, Construction Manager and Engineering Manager.
    • define and develop the Packages Surveillance Plans and the associated organization and means.
    • assist the Package Manager in anticipating and planning of Surveillance resources and availability of necessary inspection/surveillance tools for performance of Package surveillance activities.
    • populate (with ITP information and updates) the digital tool selected by the project for the follow up and management of the inspection activities.
    • coordinate the activities of Package Quality surveillance and of the Construction QC Leaders.
    • monitor the performance of QC activities by Contractors, Suppliers and Vendors.
    • prepare the Surveillance services orders (using the digital tool) and manage the inspection services contract for the package.
    • valid and sign then the related services time sheets.
    • review Contractor's PO's verify that QA/QC contractual requirements are satisfactory considered.
    • participate when needed KOM and PIM with subcontractors and vendors and specifically remind the Contractual commitments and Company expectations with regards Quality.
    • review and approve the Contractor's Quality Control plans and Inspection and Test Plans.
    • verify that Contractor QC program is in line with the Company expectations and requirements.
    • ensure that surveillance activities are planned in accordance with said procedures/plans and that Contactor QC surveillance/inspection is planned as agreed.
    • ensure that 3rd party surveillance activities are satisfactory considered.
    • markup Inspection and Test plans with Company surveillance points, with specific focus on Hold points.
    • review and approve the other Quality related documents issued by the Contractors and Suppliers and raise the necessary comments.
    • give advice Contractors', Subcontractors' and Suppliers on QA/QC activities for whole coherence and adequacy (format, document control and enforcement) Quality Specifications and usual/satisfactory practices.
    • witness the Quality Audits performed by the Contractor on their Suppliers.
    • participate in Contractor investigations of significant Quality failures or other work deficiencies.
    • review inspection reports and other quality records and deliverables issued by Contractor on completed works and activities.
    • sign Quality records when needed on behalf of company.
    • ensure that Material traceability requirements are properly implemented.
    • use visits worksites liaise with resident project personnel, and review any QC problems or reported difficulties.
    • analyze and resolve issues and problems highlighted during the quality surveillance/QC activities.
    • follow and expedite the remedial actions from Finding and observations during the Quality Audits or other Quality surveillance/QC activities.
    • interface with Third Party Authority for Contractor/Supplier assessment of conformity.
    • ensure that certification requirements are fully implemented
    • participate regular Quality reviews and meetings with Contractor.
    • review quality KPI'S, improvement efforts, quality issues/failures, NCR trends.
    • monitor and review the regular reporting issued by the Construction QC Leaders, ensure adequate and timely reporting Package management and Quality Manager.
    • populate the Surveillance reporting system enabling reactivity in the management of Surveillance issues.
    • raise weekly & monthly status reports Packages Managers and Project Quality Manager on quality activities.
    • maintain and monitor the Package Quality indicators (KPI's).
    • ensure confidentiality of all the documentation issued under his area of responsibility.
    QUALIFICATIONS/EXPERIENCE REQUIRED

    Qualification:
    • Engineer Degree or equivalent
    Experience:
    • 10 years in the oil and gas industry, at least 5 years post qualification experience in QC/Inspection within Oil & Gas Industry with relevant Project experience.
