Project Overview
The EACOP Project (East Africa Crude Oil Pipeline Project) is an EPcmC. 1,500km pipeline project across Uganda and Tanzania, with a Main Storage Terminal and Jetty in Tanzania.
Job Description Overview
The candidate must have extensive experience in the oil and gas industry, particularly in construction methods, pre-commissioning, and commissioning activities. They should possess knowledge gained in an international setting and demonstrate a deep understanding of leading oil and gas organizational internal management systems, especially during project transitional stages.
A strong focus on fire safety is essential, including expertise in fire dynamics, CFD modeling, and risk analysis, to ensure robust fire prevention and emergency response strategies across all phases of the project.
Specific Roles & Responsibilities
  • Able to mentor and guide various project disciplines and contractors regarding the most feasible, efficient, and safe methods to be applied throughout all project stages.
  • Assess fire growth and heat transfer, provide input on emergency ventilation requirements, and validate fire protection strategies.
  • Understand key risks, methods used to mitigate project risks and develop management systems to address such risks for the project and stakeholders.
  • Knowledge and understanding of IOGP Life-Saving Rules (LSR) and the systems required to ensure compliance.
  • Ability to interpret and apply global safety standards and internal management systems, specifically around fire safety.
  • Familiar with and able to support various project disciplines, including those on financed projects.
  • Design and deliver targeted training programs to enhance personnel competence in construction, pre-commissioning, and commissioning activities. Training should cover quality and safety management systems, with a strong emphasis on fire prevention, firefighting techniques, and emergency response procedures.
  • Strong knowledge of fire dynamics, suppression systems, and detection technologies.
  • Train personnel in fire prevention, firefighting techniques, and emergency procedures.
  • Conduct fire risk assessments, hazard analysis, and fire incident investigations, including root cause analysis and corrective actions.
  • Develop and coordinate comprehensive fire and emergency response plans for the sites. Ensuring regular drills, improvement and alignment with regulatory and corporate standards.
  • Lead internal fire safety audits and develop action plans for continual improvement
  • Serve as the liaison with regulatory bodies and auditors, leading compliance reviews, audits, and continuous improvement of fire safety practices
  • Review, validate, and optimize fire detection and suppression systems. Lead in the maintenance and ensure availability and functionality of fifi equipment during operational phase.
  • Support commissioning and periodic integrity testing of fire protection systems.
Qualifications and Key Person Specifications
Qualifications
Academic:
  • Technically Qualified Professional –in International Oil and Gas operations
  • Tertiary Qualification such as the equivalent to a NEBOSH IGC or Process Safety management
  • NFPA Fire Safety Specialist Certification or equivalent.
  • Advanced Firefighting & Emergency Response Training
  • Utilized and are familiar with CFD Software/Tools like (FDS, ANSYS Fluent, PyroSim)
Experience:
Essential:
  • 10 years international major project experience within Oil and Gas sectors – min
  • 7 – 10 Years working in developing countries in Oil and Gas – in similar role.
  • Setting up and deploying key management systems in major projects. EPCmC
  • Must be familiar with various root cause analysis software and programs used in O&G industry
Desirable:
  • Degree in Fire Safety Engineering or Fire Protection Engineering, combined with substantial experience in oil and gas or other heavy industries.
  • Proven experience working on major international oil and gas projects, including assignments in East Africa.
