Lead Buyer / Procurement Coordinator – EPC Projects

About the Role
SeaOwl is looking for an experienced Lead Buyer / Procurement Coordinator to be based in Batam and support our EPC projects.The successful candidate will be responsible for managing end-to-end procurement activities, from sourcing and vendor qualification through purchase order placement, expediting, delivery and material follow-up. The role will work closely with Project, Engineering, Construction and Procurement teams to ensure materials and equipment are procured in line with project requirements, budget and schedule.
Key Responsibilities
- Manage end-to-end procurement activities for EPC and project requirements.
- Review purchase requisitions, technical specifications and project procurement requirements.
- Identify, pre-qualify and evaluate suitable suppliers and subcontractors.
- Conduct strategic sourcing and commercial negotiations with vendors.
- Prepare and issue RFQs, evaluate quotations and conduct commercial comparisons.
- Negotiate prices, payment terms, delivery schedules and commercial conditions.
- Prepare and manage Purchase Orders and procurement documentation.
- Follow up closely with suppliers on manufacturing, delivery and documentation.
- Coordinate expediting and material management activities to ensure timely delivery.
- Monitor supplier performance, quality, delivery and compliance with contractual requirements.
- Support contract administration, including EPC contracts and subcontracts.
- Assist with change orders, claims and other commercial/contractual matters.
- Maintain procurement schedules, trackers and project procurement reports.
- Coordinate with Engineering to ensure technical and commercial requirements are aligned.
- Work closely with Project and Construction teams to ensure procurement activities support project schedules.
- Maintain accurate procurement records and documentation.
- Support procurement KPI reporting and project procurement dashboards.
Key Procurement Categories
Experience in procurement of oil & gas / EPC equipment and materials will be highly valued, particularly:- Pressure vessels
- Heat exchangers
- Compressors
- Turbines
- Pumps
- API valves
- Instrumentation systems
- DCS / ESD systems
- Process packages
- Other major equipment and project materials
Requirements
- Diploma or Bachelor's Degree in Procurement, Supply Chain, Engineering, Business Administration or a related discipline.
- Minimum 5 years of relevant procurement experience, preferably within EPC, Oil & Gas, Energy, Marine or Engineering projects.
- Strong hands-on experience in project procurement / EPC procurement.
- Experience managing procurement activities from RFQ through PO, expediting and delivery.
- Strong vendor sourcing, qualification and negotiation skills.
- Experience with supplier performance management and procurement planning.
- Good understanding of contracts, subcontracts, change orders and claims management.
- Experience working with Engineering, Project and Construction teams.
- Good commercial and analytical skills.
- Strong communication and negotiation skills.
- Good command of English, both written and spoken.
- Proficient in Microsoft Office, particularly Excel.
- Ability to work independently and manage multiple project procurement requirements simultaneously.
