N+1: AFG OUTSIDE SECURITY DEPUTY MANAGER
N+2: AFG SECURITY MANAGER Job dimensions
• Mentoring Protection Force personnel so that they are fully implementing VPSHR guidelines while at the same time they keep a high operational level to protect Project’s operations
• Being responsible for the organization of Project’s logistical movement along Layer 3 areas.
• Being responsible of the contractors’ convoy organization in coordination with contractors and the related escort movement
• Ensuring that all project’s related socioeconomic activities have the right security support and the most updated security awareness information of the concerned area.
• Being in charge of socioeconomic / stabilization activities in specific Layer 3 area
• Reporting on security situations and the threat escalations where and when necessary.
• Ensuring Rules and regulations in accordance with TEPMA1 security SOPs are in place for all contractor staff
• Assessing security conditions along the road in close contact with security department in Afungi
• Working closely with Local authorities, local population as well as State security and private Security forces and TEPMA1 contractors daily.
• Constantly evaluating the security threat level in the area of operations.
Activities
• Adhering to an HSE system and ensuring all work carried out is 100% safety compliant in terms of the 12 golden rules as prescribed by Total.
• Creating and promoting a safety culture at all levels and in all areas of works carried out by Security related projects.
• Ensuring compliance with the Voluntary Principles of Security and Human Rights (VPSHR) as well as regular information sessions for the JTF on this topic.
• Reporting any VPSHR incidents directly to management
• Creating daily reports on all activities and incidents
• Ensure day to day disposition of the protection setup to secure the area of operations in accordance with security protocols.
• Report on and monitor levels of consumption rates (food, fuel, water and other consumables.)
• Encourage all convoy personnel to comply with TEPMA1 and Project rules and regulations with respect to HSE (speeding, treating communities with respect etc)
• Ensure contractors respect and abide by security regulations set out by TEPMA1 and that JTF and contractor convoys are set up and rolled out in accordance to these rules.
• Ensure contractors comply with Security as per contractual regulations.
• Asses the daily threat level on the areas to be traveled as well as each staging posts, reporting daily to management if roads are clear and safe to send convoys on.
Context and environment
• The Position is a Rotational Back-to-Back position
• Work will be executed in Cabo Delgado province, Mozambique in isolated locations
• Working environment will be in Tropical conditions and can at times become uncomfortable, as well as call for long working hours.
• The area is a high-risk malaria zone, and it is the responsibility of each individual to take own necessary precautions to avoid contracting Malaria.
• Camp accommodation, food, and all necessary basics to conduct day to day life will be supplied however the job requires a 24/7 availability should emergency work be required.•
Cabo Delgado is at the moment in a Zone Orange 2 and the Security situation in the camp is elevated, freedom of movement will be restricted to camp and work areas.
Accountabilities
• The function of the Layer 3 security coordinator is to ensure that the following takes place
1. Ensure the successful implementation of Layer 3 security for all logistics movement
2. Ensure the Voluntary Principles of Security and Human Rights are implemented and adhere to as far as possible.
3. Compile accurate and up to date reports on the state of equipment and supplies of the Joint Task Force on camp/staging area location.
4. Ensure the information flow is clear and accurate regarding the security situation and the threat escalation.
5. Daily liaison with deployed military contingent to ensure adherence in accordance with Joint Task Force (JTF) Standard Operating Procedures (SOP’s) for all camps and staging posts.
6. Reporting on all contractor related issues in accordance to the rules and SOP’s set out by TEPMA1 to management.
Qualifications/Experience required
• Fluent in English, Portuguese and Swahili as a spoken language, and notions in local languages.
• No Criminal record
• Basic computer skills, Experience on Windows System
• Have a basic high school diploma
• Have a military or Police background (minimum Senior NCO).
• Have experience working with Military and Police personnel.
• Valid driver’s License
• Valid passport
