Dimension

Activities

Field Engineering:
•Review Contractor and sub-contractors field engineering and site documents, according to the project’s requirements and schedule. and follow up incorporation of Company comments by the contractor.
•Ensure all engineering holds related to the disciplines are fixed prior to installation or register / maintain in a master file.
•Ensure that requests for changes and change notices are properly logged / maintained in a master file, implemented, and compiled by contractors.
•Ensure engineering mark ups/red-line mark-up are logged and correctly transposed from one subcontractor to another by the contractors and formally issued and accepted.
•Supervise, control and monitor all field engineering related topics of the pressure vessels, Tanks and structural/civil discipline on Site.
•Review and prepare answers to the site concessions requests related to her/his discipline.
•Act as 3D model Navisworks coordinator at site, generate reports, screenshots, simplified Navisworks 3D models for assisting construction and field operation teams on request (for scaffolding, erection sequencing, Test packs and hydrotest packages studies...)

Construction supervision:
•Review construction execution plans and participate to constructability meetings. Supervise and promote pipe spooling activities.
•Ensure that Approved AFC documents are used by construction teams.
•Oversee all specific installation against vendor and site procedures (ceramic drying...), 3D models, layout drawings and structural – Foundation drawings.
•Ensure proper nozzle locations, elevation and orientation against equipment general drawings and piping general arrangements.
•Ensure fabrication findings are Punch if deficiency found and ensure Contractor logs it correctly in a master file.
•Ensure that all construction risks are well anticipated and reduced as much as possible by the contractors and subcontractors.
•Provide expertise and assistance to the construction team on technical aspects of his/her discipline
oOrganizing technical discipline meetings as and when required:
oFocusing on critical scopes and equipment.
o Liaising with welding engineer and corrosion protection/prevention engineer as required
• Ensure proper insulation, cathodic protection, earthing, instrument installation, leak detection with other field disciplines.
• Ensure that, for his discipline and area, the site deliverables, as-builts and quality assurance record books are properly documented maintained by the contractors.
• Ensure, for the discipline that approved detailed Engineering, Project Specifications and Procedures, Company General Specifications and international codes are well followed.

Pre-Commissioning and Commissioning:
• Participate in technical reviews during pre-commissioning and commissioning phases.
• Supervise testing activities (site acceptance test / Pre-com com) for static equipment and tanks.
• Contribute to the use of OPERCOM methodology to perform pre-commissioning.
• Contribute to Site Acceptance Tests, pre-commissioning preparation and ICAPS items population.
• Contribute to the use ICAPS for the progress & punch list follow-up and their clearance.
• Gather all information and explain the situation for any multidisciplinary RFI, RFC on static equipment /tanks, Engage assistance with project management team. Investigate if any risk of potential claims from contractors.

In Any phase:
• Ensure that Safety, Health, Environment Policy and Management System are adhered and that safe working practices are carried out at all times.
• Comply with HSE policy and documents (directives, rules, specifications, procedures, etc.), and ensure those are properly understood.
• Ensure that any incident or anomaly (unsafe act/situation) is immediately reported and analyzed.
• Participate in actions for identifying and minimizing risks, and the impact of activities.
• Take part in incident, accident and anomaly investigations and analyses when is required.
• Attend and actively participate in any HSE, inspection, audit or other improvement activity when is required.
• Analyze and timely closure any NCR or HSE findings to their own area of work.
• Issue lessons learned.
• Aid Package engineers with review of possible change orders, planning constraints etc when related to his/her discipline.
• Keep regular and good quality communication with his/her counterpart(s) on Contractor’s side and put in place technical meetings to follow up progress, explain main comments, and provide guidance. Participate to technical constructability / testing session, risk assessment and kick off
meetings on request.
• Involve him/herself in safety aspects of the design and report any anomalies noticed on site, in particular when related to his/her discipline.
• Comply with the HSE Training required for the position.

Reporting and Progress Follow Up:
• Evaluate performance of Contractors Team.
• Monitor progress of contractors.
• Propose progress parameters based on accurate records in liaise with home engineering, construction, engineering, planning, and commissioning teams expectations.
• Report any issues to the PVV-Tanks-Structural lead.
• Prepare Daily and Weekly report for the management.

Context and environment
A Green Field Project, the Tilenga field is to be found in a remote location in UGANDA near lake Albert with particular sensitive environmental conditions. A challenging project: heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. Accountabilities Reporting to the PVV-Tanks-Structural lead, support in the supervision of the project field engineering and pre commissioning activities •
• Act in close cooperation with PV Site precom-com engineer •
• The position being in back-to-back, smooth transfer and continuity of supervision activities shall be ensured with the back to back position holder. •
• The holder of the position will: - Have a very good knowledge of the Project technical referential, Project detailed design and will be particularly agile in assessing the compliance of the field engineering topics to the various project deliverables. - Be familiar with the Project processes and organization to allow formal resolution of the field engineering issues.

HSE:
• The job holder shall undertake all activities he is responsible for, or involved in, with the highest level of consideration for HSE risk management, protecting human health, respecting communities and preserving the environment.
• He will promote safety and environment awareness / conscientiousness at all levels through an exemplary and pro-active attitude towards the Project team, the Contractor / Subcontractor and with all stakeholders.
• He shall ensure and promote the use of the Company rules and specifications throughout his activities to ensure compliance with Project safety objectives.
• Ensure that all piping safety pre-requisites are in place before performing any pre-commissioning checks and/or commissioning tests.
• Avoid stand-by and delays by prompt response to engineering clarifications and technical deviations and unexpected technical issues.
• To ensure a safe execution on site Qualifications/Experience required

Qualification:
Diploma, Technician / Engineer / Specialist in Static equipment, Mechanical, thermal equipment and storage tanks.

Experience
•Minimum of 10 years of experience in Oil and Gas and Petrochemical industry specifically infrastructure/construction projects, with thorough knowledge on various safety regulations, standards, procedures etc.
•Knowledge of Total group standards and/or previous experience with other major IOC’s in large oil and gas construction projects.
•Good verbal and written communication skills.
•Understanding of oil and gas production equipment, processes, and utility systems
•Good interpersonal and organizational skills, as well as a good level of computer literacy and be proficient in Microsoft Office.
•Must be able to work on their own initiative and proactively interact with discipline teams to obtain information.
•Must be able to react quickly and decisively to constantly changing demands and circumstances and be able to identify, analyze & solve problems within the scope of the role.
•Ability and willingness to effectively and robustly challenge the views of contractors and internal contacts.
•English mandatory.
•Valid Medical Certificate which complies with company Standards.
