Site consisting of Central Processing Facility, LPG extraction plant with associated loading bays, 29 remote well pads and Offshore water abstraction platform.
Ensure the maintenance & preservation activities being undertaken by Staff personnel and appointed contractors are executed in a safe and efficient manner. Responsible for the monitoring of quality, progress against plan, cost and overall meets the company statutory legislative requirements.
Actively contribute to the safe achievement of site production targets by taking a short- and medium-term view of risk/barriers in achieving those define targets.
Setting the day to day and weekly commissioning execution priorities for their discipline.
Work closely with contractors for effective vendor management.

Activities
Commissioning Preparation / Engineering
To control and assist EPSCC Contractor for Pre commissioning & commissioning preparation including review of planning, organizational requirement, materials/means to optimize the schedule.
Management of multidiscipline staffs and contractors for Pre commissioning & commissioning preparation to be in line with OPERCOM and all applicable specification; Task identifications, procedures, Requirement for Tools, spares, consumables, vendors, equipment, manpower, etc. and ensure that these resources will be mobilized on time.
Review of all PC&C documentation, procedures, engineering drawings, method statements, equipment, and proposed execution planning.
Identify and prepare all type of operational and organizational documents related to interfaces with other parties (both external and internal)
Manage interfaces with company construction & contractor through Contract Manager for all matters related to Commissioning during the life of the project.
Review and/or approved Operational Test for FO approval and identify resources requirements.
Ensure population & verification of ICAPS database is done by company discipline engineers for validation.
Define handover plans & get alignment with all relevant stakeholders.
Develop First Oil well pads handover strategies and partial well pad handover plan & SIMOPS.
Management
Management of multidiscipline staffs and contractors for commissioning preparation to be in line with OPERCOM and all applicable specification; Task identifications, procedures, Requirement for Tools, vendors, equipment’s, manpower, etc. and ensure that these resources will be mobilized on time
Manage interfaces with contractor through Contract Manager for all matter related to Commissioning during the life of the project.
With the Interfaces Manager, develop interface strategy between the packages and the facility to ensure no conflicts & identify synergies/opportunities.
Lead day to day site management meetings to drive commissioning & start up execution.
Commissioning Execution
Manage commissioning execution in a view to reach the targets with priorities in Safety, Quality and Schedule. Coordinate daily site activities with other parties.
Management the witnessing of Contractor pre commissioning and commissioning activities, ensuring that Company requirements and that OPERCOM methodology are fulfilled with the objective to achieve end planned dates.
Act as a referential and provide guidance and leadership on all matters relating to pre commissioning and commissioning.
Mobilize and manage commissioning resources identified during Commissioning Preparation.
Approve test record and supervise updating on ICAPS database accordingly.
Ensure Commissioning Mark-up drawing are done on relevant drawing and documents.
Initiate and follow up clearance of Punch List, highlight technical problem encountered, and provide Technical and Cost efficient to speed up PL clearance.
Ensure RFC & AOC walkdowns followed with Contractor & company personnel and tracking all defects.
Ensure SIMOPS risks are well identified & mitigated properly during commissioning execution.
Participation in the Pre-Commissioning & Commissioning planning meetings.
To lead & coach the commissioning technicians & craft resources.
Prepare project Pre-Commissioning, commissioning & start up close out report.
Ensure Pre-Start up Safety Review (PSSR) performed prior to commence major equipment & system commissioning & start up.
Review regularly commissioning spares & consumables are properly mobilized in time.
Coordinate with Contractor WP & Pipeline commissioning team & Tilenga CPF Contractor to facilitate commissioning execution of respective scopes.
Review regularly projects risk & opportunities registers, propose mitigations & register new risks.
Coordinate with contractor to ensure vendor mobilization & management of the vendors to execute as per schedule.
Coordinate with Contractor & Operation team to complete the partial well pads commissioning scope after First oil.
RFC / AOC Dossiers, Punch List and ICAPS
Approve test record and supervise updating on ICAPS database accordingly.

Context and environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site.
The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.
Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready For Start-up (RFSU) target of July 2026.

Throughout the Field Operations Preparation and Start-up phases, the main responsibility of the Commissioning Site Leader is to assist the Commissioning Manager in the management of all commissioning and start-up activities and in the management of the technical interfaces with the onshore Support Team.

As part of this scope, he coordinates the activities of the commissioning and the start-up teams for the preparation and the execution of the commissioning, the startup and the optimization after start-up.
The main challenge in this position is to ensure that the TILENGA Commissioning is done according to COMPANY specification and that OPERCOM methodology and ICAPS are implemented consistently in different site activity with various interfacing between packages. The focus will be to ensure a smooth handover to the field operations
The Jobholder will be required to anticipate or identify problem areas or potential areas of conflict (within company or between company and contractor); be able to communicate with different Teams and ensure effective liaison between all parties.
Specific focus on Well Pads, Pigging facilities, and compressors, HV & MV Switchgears and interface with ICSS systems.
Create an environment in which a focus on value awareness is developed and constantly think in terms of cost/benefit trade-off.

Qualifications/Experience required
Qualification: Diploma qualified in a technical discipline, with proven Oil and Gas Commissioning experience gained working within the industry.
Experience
A minimum of 12 years’ experience in commissioning of oil and gas facilities
Experience in leading a Commissioning Team comprising both contractors and Vendors towards successful project completion in accordance with safe working practices.
Good understanding all aspects of Oil and Gas Production Operations
A broad knowledge of all aspects of the E&P business, experience in a multi-project E&P company environment with a thorough understanding of the technical and commercial issues and risks associated with the project.
Hands-on experience in OPERCOM methodology and ICAPS with proven track record as a Commissioning Site Leader
Management and leadership skills in order to guide a team of multi-disciplined personnel including contractors
A good awareness of other disciplines. Significant responsibility in multi-discipline teams or projects.
Good interpersonal and organizational skills as well as a good level of computer literacy and be proficient in Microsoft Office. English mandatory.
