Description

We are looking for a maritime coordinator for our Client EOHF, to ensure the continuity of the surveillance of its maritime operations during the summer holiday period.

The replacement will take into account a 3-week recovery and training period allowing the training by companionship of the service provider and the handling of the tools and the body of water.
In the summer period, Client usually have 3 CTVs that sail on the water covering about 67 km2 and consists of 71 wind turbines and 1 offshore substation located 12 km from the port of Fécamp.

The service provider will be based in the maritime coordination room of the maintenance base located in Fécamp. Remote work is not envisaged.

There is no specific training to be provided or special PPE.

Execution schedule:
The duration of the service will run from June to the beginning of September over a period of 12 weeks

Working hours:
As the activity is shifted, the working hours are variable and accumulate a total of 35 hours per week over periods of 4 weeks.
The hours vary with a:
-morning shift from 7 a.m. to 2 p.m
-An afternoon shift from 1 p.m. to 8 p.m.
-A post from the WE 12h/D
1 out of 3 weekends is worked.
Schedules can be adjusted according to tide times and boat departures.
In the event of damage or an exceptional event, it may be necessary to work overtime.

Working language:
The working language is French.

Job description:
The incumbent is in charge of ensuring the safety of offshore activities, controlling and securing access to the offshore site and associated ports (mainly maintenance base) by ship.
He also participates in the planning of activities and the optimization of operations.

Activity
Main mission:
-Lead daily coordination meetings
-Ensure the reporting of the activity to the Production Manager and the Site Manager
-Coordinate internal and external feedback sessions in conjunction with your manager and ensure the implementation of actions to optimize offshore and port operations
-Participate in the risk assessment and analysis of offshore and port activities and propose recommendations

Preparation of interventions
-Participate in the planning of operations in conjunction with the production and site managers and contribute in particular to the development of short and medium-term schedules
-Manage daily coordination meetings (internal and external) and issue access permissions by managing priorities.
-Establish and maintain contact with maritime authorities (port, CROSS)
-Ensure, in conjunction with the site manager and the HSE manager, that the HSE rules on the site are respected: ensure that the instructions are communicated and implemented to all parties; Verify that staff are properly authorized.

Activity Tracking
-Monitor the movement of personnel (working at sea and entering the wind farm), means of transport and on-site receptions. In the case of exceptional exemptions, coordinate visitor access to the site.
-Ensure the coordination of the position of vessels and other relevant equipment on the offshore site and mooring sites, minimize their downtime, avoid conflicts of interest and maximize safety
-Ensure continuous site surveillance and monitoring of all vessels, barges, floating structures, aircraft passing through or near the site and make appropriate arrangements for third party vessels
-Track equipment to and from the offshore site.
-At the end of the watch, ensure a safe handover so that maritime coordination is ensured in continuity 24/7 - Ensure that the embarkation/disembarkation of CTVs (Crew transfer vessels) and the loading/unloading of equipment are carried out safely and on time.
-Track any hazardous products that may be used in the operation of the park.
-Inform vessels about exclusion zones, restrictions on access to structures, diving operations and heavy maintenance operations
-Monitor the evolution of the weather on site and inform the ships in the area immediately in the event of deterioration of the weather conditions and/or the need to repatriate the teams to ensure their safety
-Share safety alerts and other safety-relevant information (information to fishermen and boaters in particular) and maintain a good relationship with other sea users.
-Signal and record the position of all subsea equipment and/or equipment abandoned or overboard as applicable.
-In the event of an intrusion on assets, ensure the removal of doubts via video surveillance equipment and notify the authorities
-Monitor the proper functioning of the assets and, in conjunction with the Operational Center (OCC), trigger actions or interventions necessary to restore production

Crisis and incident management
-Ensure monitoring and reporting related to emergency exercises
- Ensure that the emergency response plan is implemented.
-Collecting, centralizing and disseminating information during a potential or actual crisis (handrail)
-Assist the HSE manager in the analysis of incidents (near misses, first aid situations or situations of greater severity)
