Description

Duration: 2-years, rotational 5/5 (5 weeks on/5 weeks off), based on seven (7) worked days per week, with eight (8) hours of work per day

1.DescriptionoftheSERVICES:
ThescopeofSERVICESincludes:
·Perform the COMPANY’s pre-hire inspection of the Drilling Rig, PSV’s and AHTSs to ensure that are fitted for the job. Issue an action plan and monitor the close out process of the findings with contractors.
·Plan, prepare, monitor and coordinate successful execution of all Marine Operations including related studies, soil pre-tests (deployment of 1 anchor and tension test with AHTS to validate anchor holding capacity on working location). Approve the mooring arrangements, the final mooring patterns + mooring analysis and the AHTS BP requested for the anchor handling operations. Prepare and perform the pre lay/retrieval of the semi-mooring in liaison with the contractor (approve the sea passage plan and the convoy approaches on the field, monitor agreed anchor deployment sequence on location on COMPANY side)
·Be responsible for ensuring performance of reviews, documentation, operations planning, assessment of means, studies, audits, inspections, etc. related to and for adequate and timely provision of marine support to COMPANY’s offshore works, with compliance to HSE rules and regulations, contract, local requirements and applicable standards.
·Review of the JRA, procedures and associated task plans, follow up of the action tracker register for all units..

2.Specific Activities:
The designated CONTRACTOR’s PERSONNEL will be required to:

Be the focal point for marine aspects of the COMPANY in liaison with COMPANY’s contractors, Marine Warranty Survey and COMPANY’ s entities (Drilling, HQ Assistance, etc.) for all marine operations, in particular mooring operations, planning, preparation and execution.
➢Validate of the CVs of the Barge Movers, AHTS crew certifications and experiences
➢Ensure that Marine Operations are planned and executed safely and timely without impacting the project objectives, and in compliance with local regulation and applicable standards.
➢Follow-up with COMPANY’s contractors for timely receipt of Marine Operations planning input data, review and ensure reliability of planning information.
➢Prepare or review as applicable marine procedures, processes, documentation, proposed consignments, bridging documents, etc., as required for the activities.
➢Communicate adequately and timely planning information and data as required to relevant entities within and outside COMPANY’s organization (Operations, Logistics, Drilling, HQ Assistance, COMPANY ‘s contractors, etc.).
➢Assist COMPANY’s contractors in assessment and alignment of Marine needs including optimization and elaboration of details.
➢Coordinate with COMPANY’s entities for assessment and timely provision of Marine means for execution of COMPANY’s offshore works.
➢Provide the expertise in the field of marine operations to support COMPANY’s marine activities as required by DIR EP 19, DGEP General Policy for Marine operations, rules CR EP LSO 200 & 300 and Marine Operations Standards.
➢Ensure the implementation and application of the COMPANY’s marine procedures (guidelines on approach to Offshore installations, etc.), and COMPANY’s HSE rules by COMPANY’s contractors.
➢Provide technical basis and coordinate all major marine studies that may be necessary for achievement of the offshore works. Issue the Notice to Mariners related to marine operation and broadcast to all parties
➢Be able to carry out light marine studies and provide expert advice on marine technical issues such semi-mooring, rig move, etc.
➢Participate at interface meetings with COMPANY’s other entities and relevant meetings with COMPANY’s contractors. Anchoring/ Rig move meeting
➢Ensure that marine means have all necessary authorisation and permits, and full compliance to technical requirements. Field entry permits mandatory for all units in charge of the issuance.
➢Be proactive to take necessary actions to avoid issues; and in an event of problems/issues, analyse and propose potential resolution timely to hierarchy for necessary action.
➢Maintain good relationship with COMPANY’s contractors but being strict on compliance to requirements for achievement of project objectives.
➢Carry out pre rig move inspection on AHTS: test all equipment as quick release of winches/shark yaw, check, towing pins conditions, shackles, wires, pennant, stretchers, winches and hydraulic plants and ensure all of them are certified and color coded. Check of main engines & thrusters in good condition.
➢Issue regular Marine Operations activities reports for the preparation and execution stages to hierarchy.
➢Carry out any other duties as may be assigned by hierarchy.

3.HSE Responsibilities:
1.Enforce the COMPANY’s international HSE rules, practices and directives.
2.Coordinate safety suggestions, reports any anomalies, unsafe acts or conditions and vigorously ensure the implementation of corrective actions.
3.Ensure HSE meetings are held on all vessels. (Captain induction required for the 1st time on the field, Golden rules, Captain Jack, For new contracted vessel.
4.Perform some hazard hunts on site to involve the crew how to identify, report and close out them
5.Improve safety culture onboard contracted units
