The job holder is part of the Company Site FOPS team and will report to Tilenga Site Manager.
The job holder will be responsible for the management of all Petroleum Logistic activities related to Field Operation at Tilenga Site. This extends all Tilenga sites including Industrial area (focusing on Operational Camp, Operation Support Base and Chemical storage area located near CPF) and Well pads
Complex production facilities at different locations. Field area is 25km by 15 km. Chemical supply (40 MUSD per Year) contract and associated Logistic. Spare parts supply and logistic (10MUSD per year). MCI of the facilities is estimated to 3085 that is equivalent to 2 FPSO. The value of planned operated production is 200 kbopd, 650 kblls of water injection and 400 m3/day of LPG production.
Production facilities start up and operation at SIMOPS/COMOPS environment, 3 drilling rigs up to 2028, 2 WO rigs for LOF and construction of well pads to FO + 3years.

Activities
HSE
Ensure full compliance with Company, Affiliate and Site HSE Management Systems of all routine and non-routine activities under his perimeter, whether they are conducted by Core personnel, by Contracted staff or by Contractors.
Ensure all actions are implemented to meet Affiliate and site HSE Objectives (LTIF, TRIR, Observation reporting, Life Saving Checks, Joint Safety Tours, …)
Contribute to the implementation and adherence to an Environmental Management System as per ISO 14001 requirement (including Waste management plan).
Ensure accurate reporting of all HSE KPI, including HSE events through Synergy.
Ensure best HSE practices are enforced for the Catering Contract, Chemical management, WHSE management, Special Machinery and other contracts under his responsibility.
Act at Operating Authority on the LOG areas (OC/OSB, Chemical storage area, etc.)
Ensure LOG team familiarization with ePTW tool and other Digital tools related to HSE Petroleum Logistics.
Develop the structure and write of all Logistic L4 procedure required for operation at site and all relevant contracts.
Contribute with LOG procedure and instruction to the FOPS MDR.
Implement Petroleum LOG organization and relevant management system.
Lead Petroleum logistic contracts implementation before the Start of production Phase.
Manage the preparation for operation phase of Camp, support base, chemical storage area, other location under responsibility.

Contribute to defining the transition phase philosophy between Project and Operations: Tangi / Bulisa / Bugungu, ...
Develop, implement and manage proper operation and control of the stock management system (30000 maintenance spare parts and HSE/Production consumables), estimated annual value of 20MUSD
Master SAP (UNISOL) system (stock/spare part management), train his team on its use
Ensure operation of Car Service Station
Ensure coordination of transportation of FOPS personnel at all Tilenga site locations and within Tilenga Surface Logistic perimeter
Ensure availability of transportation/intervention (steam Truck Vacuum truck, etc.) means for the FOPS team at Site
Ensure availability of lifting means / good transportation means on Tilenga site
Supervise operation of Chemical storage area located at IA
Develop, implement and manage operation of Diesel full control system located at OSB
Develop, implement and Manage KPI related to contract and activities withing the site petroleum LOG activities
Contribute to the annual Budget preparation
Lead contracts monthly meetings, prepare TOR, develop support, etc.
Map all digital tools that will be used by LOG, make sure they are known and used
HR
Develop and implement his team individual development plans with clear career paths.
Promote transverse communication between LOG and other departments at site
Context and environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today.
The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGOs. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.
Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready for Start-up (RFSU) target of July 2026.

Qualifications/Experience required
Qualification:
Bachelor's degree or equivalent in engineering (i.e. Petroleum, industrial, mechanical).
Experience:
Minimum 10 years’ broad practical experience in the field of Petroleum Logistic at Operational Oil and Gas producing site.
Experience in procedure, instruction and philosophies development.
Experience in Contract SOW preparation, KPI development, performance assessment preparation.
Master TotalEnergies, Affiliate and Site HSE Management Systems.
English is a mandatory.
