Reporting to	SeaOwl Operations Director / Client Representative (GREEN SKY / SAFfly)

ROLE SUMMARY

Responsible for the full end-to-end management of construction activities on the SAF Industrial Plant site in Ain Sokhna. The Construction PM acts as SeaOwl’s primary interface with the client (GREEN SKY / SAFfly), ensuring safe, on-schedule, and on-budget delivery across all disciplines. Key scope covers site operations, personnel management, subcontract oversight, invoicing, and client relations.

KEY RESPONSIBILITIES

1. Site Activities	●Direct all construction activities (civil, mechanical, piping, E&I) against schedule and specifications ●Implement and enforce HSE policies and SeaOwl Golden Rules on site ●Monitor progress, identify deviations, and drive corrective actions ●Produce daily/weekly/monthly site reports (SQCD format)
2. Personnel & Mobilisation	●Define and manage the site manpower plan by phase ●Lead recruitment of site staff (engineers, supervisors, foremen) with HR support ●Manage onboarding, site induction, NDA execution, and demobilisation ●Ensure compliance with Egyptian labour law and SeaOwl Group standards
3. Subcontracting	●Oversee all on-site subcontract packages: scope, schedule, quality, and QHSE compliance ●Manage interfaces between subcontractors; resolve conflicts and scope gaps ●Administer change orders, variations, and claims in coordination with the Subcontract Manager ●Conduct performance reviews; support punch-list and close-out activities
4. Invoicing & Cost Control	●Validate subcontractor progress certificates and prepare SeaOwl’s invoicing to the client ●Monitor budget commitments, accruals, and provide monthly EAC forecasts ●Identify cost overruns early; implement corrective actions and escalate risks ●Manage back-charges, retentions, and ensure regulatory compliance of invoicing documentation
5. Client Relations	●Primary point of contact with GREEN SKY / SAFfly at site level ●Chair regular coordination meetings; track and close action items ●Manage contractual correspondence, RFIs, and formal notices per contract provisions ●Proactively communicate status, risks, and decisions; maintain client confidence

CANDIDATE PROFILE

Education & Experience ●Master’s degree in Civil, Mechanical, or Process Engineering ●10+ years in construction project management in Oil & Gas / Energy Transition ●Proven track record managing multi-subcontractor EPC sites ●Experience in Egypt or MENA region strongly preferred ●PMP / PMI certification is a plus

Skills & Competencies ●Strong knowledge of construction disciplines: civil, piping, mechanical, E&I ●Proficiency in MS Project / Primavera P6; cost control and EAC methodology ●Strong leadership; ability to manage large multicultural teams under pressure ●Rigorous, results-driven, and proactive communicator with clients and management ●Fluent Arabic and English mandatory
