Dimension
The candidate will be part of the commissioning team responsible for coordinating and interfacing with contractors and various commissioning disciplines on matters relating to ICAP activities.
Multi-disciplinary interface.
Interface with project contractors and validation of project documents (commissioning and pre- commissioning) Usage of tools and systems (ICAPS Databases, check/test sheets, OTP)

Activities
  •  Issues/Update Sub System List for CSL review and Commissioning Manager approval.
  •  Ensure Pre-Commissioning & Commissioning Dossiers quality & contents are as per company specification.
  •  Has a clear understanding of all type of operational and organization documents related to interfaces with other parties (contractor, field operation, drilling …)
  •  Responsible for the ICAPS review & verification of Contractors Pre-commissioning/Commissioning database input from Engineering during detail engineering.
  •  Ensure that Engineering’s part of the technical definition of the Pre-Commissioning & Commissioning scope of work is following the contract scope.
  •  Oversee the overall Company review of set up of the ICAPS database including necessary links/cross reference to Sub Systems/Vendors various interfacing Contractors.
  •  Responsible for tracking and reviewing the inputting information from the Engineering Registers into ICAPS.
  •  Ensure that the ICAPS Network is available to all Company parties that require it to do their work.
  •  Participation in the Pre-Commissioning & Commissioning planning meetings.
  •  Act as focal point between Project, Contractors and HQ for ICAPS related matters.
  •  Responsibilities will include the tracking and reporting of all commissioning activities and the receipt of all Completion Dossiers ready for commissioning to handover the various completion packages
  •  Coordinating with subcontractors QA/QC Department for carrying out the pre-commissioning and commissioning task as per OPERCOM Methodology and handing out the necessary OPERCOM sheets needed.
  •  Supervising the Company administration of the project punch-list. Ensuring all punch lists from FATs, Outstanding Work Lists & walk downs are introduced in ICAPS.
  •  Coordinating with each superintendent for task completion and Punch list management, tracking and updating the master punch list database.
  •  Updating and maintaining the integrity of the database and progress reporting.
  •  Entering the Punch list Items in the database for each discipline and giving Punch list clearance form to contractor.
  •  Develop and produce ICAPS reports Daily and as required supporting the various Project reporting protocols.
  •  Supply of progress information and tracking to the Project Planning Engineer.
  •  Generating reports to Management.
  •  Providing ICAPS training to company personnel.

Context and environment
Green Field Project, Tilenga is a remote location in UGANDA near Albert Lake with sensitive environmental conditions. Huge onshore challenging project: heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bold of water treatment capacity.
Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation.
Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements, and technical authorizations as well as international codes for onshore plant will apply.

Accountabilities
As an ICAPS Coordinator, the job holder will be required to anticipate or identify problem areas or potential areas of conflict (within company or between company and contractor) and effect resolution.
Ability to communicate with different Package representatives and ensure effective liaison between all parties.
Deliverables: comprehensive review and approval where applicable of all Pre-comm/Comm related documents and Data bases issued by Contractor (Execution procedures, ICAPS Databases, check/test sheets, OTPs….).

Qualifications/Experience required
• Bachelor’s degree or equivalent Diploma
• Minimum 10 years’ experience in the petroleum industry amongst 5-7 years in large greenfield projects in commissioning /start up roles.
• Strong knowledge in TOTAL commissioning methodology OPERCOM™ and tool ICAPS©.
• Fully conversant with the OPERCOM and ICAPS database as administrator.
• Experience in managing ICAPS on previous projects in the contracts environment
