Activities
HSSE
 Take Health, Safety & Environmental (HSE) lead in ensuring "safe systems of work" and "safe conditions" are in place within area of responsibility.
 Demonstrate visible commitment to HSE by periodically leading/taking part in risk assessments, audits, HSE meetings, emergency drills, etc.
 Ensure assigned staff complies with all company HSE policies & procedures and related initiatives.
 Ensure Engineering activities are performed in compliance with a high regard to Health, Safety, Security and Environmental requirements.

Technical
 Act as technical authority on process design/engineering during the project and process optimizations/troubleshooting during operational phases.
 Identify and resolve process issues which are critical during Project and Operational phases.
 Co-ordinate with other technical disciplines to provide responses to complex problems related to process design, operability and availability, integrity, instrumentation and control, emissions, rotating equipment, static equipment, etc.
 Lead process, flow assurance and production chemistry studies and PID reviews.
 Lead process, flow assurance and production chemistry technical assistance to site and CWE (Tier 2 of CWE).
 Participates in Operating Procedures preparation and update.
 Contribute to development of Site Modification Requests (SMR) and Requests for modifications (RFM) processes.
 Approve Process related Requests for modifications (RFM).
 Contribute towards HAZOP reviews, project safety reviews, technical audits and value engineering during various phases of project implementation and operational phase.
 Attend SAT/FATs at vendor premises as required.
 Organize, manage and control third party support studies.
 Develop Scopes of Work and Carry-out technical evaluation of consultants/contractors/vendors and recommend successful bidders.
 Approve process and flow assurance related technical documentation submitted for COMPANY approval by Engineering Contractors and other third parties.
 Contribute to Laboratory on site philosophy definition, including laboratory analyses programs and schedules.
 Liaise with Engineering team and OneTech to answer queries and/or provide technical support.
 Assistance with the Commissioning/start up teams and Production/Maintenance/Inspection COMPANY teams as required.
 Provide technical support for the recruitment and training of future maintenance engineers.
 Implement a training and development plan for subordinates.

Interfaces
 Ensure interface requirements with the Wellpads facilities, flowlines and pipelines are incorporated into the design and well defined in operating philosophy.
 Ensure interface with other Packages and Projects are considered (PIPD, Tracer injection, Annulus gas venting mobile compressor, etc.)
 Ensure the design considers operations and maintenance requirements.

Quality
 Provide effective leadership in quality performance.
 Participate in project and operational reviews as requested by TOTALENERGIESENERGIES Referential.
 Gather 'lessons learned' and provide feedback to other TOTALENERGIESENERGIES E&P entities as required.

Digital
 Ensure implementation of Digital systems and tools in consultation with the Project Digital Lead.
 Lead implementation of Process and Flow assurance software prior to the Operations phase.
 Contribute to definition of Collaborative work environment philosophy.

Context and environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today.
A Green Field Project, the Tilenga field is to be found in a remote location in UGANDA near lake Albert with particularly sensitive environmental conditions.
A challenging project: heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation.
Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.

Accountabilities
 Lead his/her team to deliver a cost-effective (OPEX/CAPEX) and optimized design of processing facilities (Topside and Utilities) that meets the requirements of the project in safety, reliability, operability, and maintainability for 25-year design life. Manage interfaces between disciplines.
 Specific budget lines as delegated.
 Provide all aspects of engineering/technical support and assistance to site-based teams.
 Contract Representative for nominated contracts and specific scopes of work.

Qualifications/Experience required

Qualification:
 Qualified to degree level: preferably in Chemical Process Engineering or Petroleum Engineering.

Experience:
 A minimum of 10 years of experience in Oil and Gas associated with process and flow assurance
 Know-how and expertise in operation and process of producing heavy oil, waxy crude
 Background in Flow assurance, Production chemistry and Water treatment
 Expertise of process and flow assurance software (ProII, Olga, LedaFlow, etc.)
 Problem-solving skills for complex and integrated processes
 Knowledge of industry norms and specifications
