Job dimensions
The EPCI Project Engineer HSE and Lifting reports to the EPCI Installation Representative also based in Pemba.
The incumbent shall prepare and supervise all Deepwater installation lifting activities related to the Deepwater installation campaign executed by the EPCI Contractor in Pemba, Mozambique, Contractor yards and onboard DW installation vessels, in the field. The selected candidate shall cover the related lifting engineering and operationscovering the installation, lifting and HSE aspects of the engineering and the operations. As part of this scope of work the incumbent shall interface closelywith the SLS, the HSE officers and HSE advisors, with the vessels CSR and with the EPCI Project Engineer Marine and Installation in order to coordinate the preparation, the readiness and the operations. As part of their role offshore, they will be night shift CSR and, or Field/Project Engineer during specific phases of the operations and the Deepwater offshore campaigns. Whilst onboard the vessel they shall report to the vessel main CSR/RSES.
The main responsibilities of the EPCI Project Engineer HSE and Lifting include the following:
• Supervision of the validity of the rigging, lifting appliances certificates, including the coordination of the re-certification before the required date. Supervision of the implementation of the maintenance of the rigging (including quarantine where required) and lifting appliances
• Review of the installation and lifting plans, tasks plan, interfacing with the SLS and the HSE advisors
• Participate actively in the Risks Assessment and coordinate the Job Safety Analysis on the yards
• Review of the lifting related management of change (MOC)The position is based in Pemba, Mozambique, 28 days rotational, 12hr-day shift, on-call 24/7 while on seat. They are expected to undertake ad-hocmissions to the worksites and the associated DW vessels.
Activities
• Ensure that all lifting work activities are performed in compliance with project HSE requirements, the technical requirements and ensure that they already approved lifting procedures and analysis are correctly implemented
• Implement, when required, of the “Management of Change” procedure with the associated Risks Assessment
• Coordinate and supervise the lifting works preparation and operations, including load out operations
• Act as Project / Field engineer onboard the vessel and during the night shift acts as night shift Company Representative for the operations
• Report to the vessel COMPANY Representative when onboard the vessel and to the Installation Representative in PEMBA otherwise
• Interface with the Marine Warranty Surveyor in the yard for load out operations and the issuance of the related Ready For Load Out Certificate andReady For Sail Away Certificate (or Ready For Transportation Certificate)
• Communicate the signed check lists, Ready For Load Out Certificate and Ready For Sail Away Certificate (or Ready For Transportation Certificate) to the Installation Representative in PEMBA and to the concerned vessel COMPANY Representative
• Follow-up of proper implementation of the project HSE requirements in the yard and onboard the vessels (when operating offshore)
• Onboard the vessel, prepare the lifting operations with Contractor Project Engineer and Contractor HSE officer. When the MWS is onboard, check the rigging with him and conduct the applicable check list in order to the get the Ready For Installation Certificate issued in due time
Context and environment
• US $20 Billion investment, 17,000-acre LNG facility site that includes private airstrip, marine facilities, and 18 subsea wells - 5-year constructionperiod, delivered utilizing a staff of 1500+ employees and contractors based in Houston, Milan, Paris, Singapore and Mozambique
• 12.88 MTPA from 2 Initial Trains - 25-year production period
• Mozambique LNG is a subsea (1,400m) to shore dry gas field development located in the norther part of Mozambique
• The subsea field will be developed via 18 subsea wells, 7-production manifolds, 1-MEG manifold, 3 x 22in trunk lines, 6in and 8in MEG lines, 18 x10in in-field flowlines, 4in in-field MEG lines, associated ILTs and PLETs for all pipelines and flowlines, 25 control modules, 4 onshore umbilicals, 2main umbilicals, 5 in-field umbilicals, 12 UTA assemblies, 189 electro hydraulic flying leads, 48 x 10” flexible jumpers, rigid jumpers and spools.
Accountabilities
• Coordination of in-country (Pemba/offshore) EPCI Contract DW lifting and load out preparation and operation during the project execution phase.
• Safe and on time execution of the DW lifting and load out operations within the EPCI Contract whilst ensuring a high level of quality consistent witha project design life of 30 years. Ensure implementation and compliance with Company HSE requirements during these operations.
Qualifications/Experience required
• Hold an Engineering Degree
• Experienced with the main standards: e.g without being limited to, DNV, API
• Minimum of 10 years relevant experience in Deepwater offshore installation activities
• Able to assess and analyze contractor installation plans/procedures and robustness of overall execution planning.
• Experienced and able to assess procedures and analysis
• Ability to get along well with others in an international / multi-cultural environment and take a pragmatic approach to problem solving situations.
• Ability to multi-task and work as part of small and flexible team, including interfaces with other teams and experts
• Ability to manage subcontractors and ensure timely delivery against scope requirements.
• Ability to develop good working relationships with contractors and contractor personnel and progress collaborative problem solving.
• Fluency in the English language.
