Dimension
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential. Heavy and waxy oils will be produced from 29 well pads, (with 9 located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bwpd of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection and by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. LPG extraction, storage and tankers loading facilities are part of the CPF facilities. Multicultural environment Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. Due to staggered development on CPF, it is expected that SIMOPS (Operations vs Construction), will occur on CPF.

• Become site and process system familiar,• Review of Operating manuals submitted by Mc Dermott / Sinopec,• Review of Operational Tests Procedures submitted by Mc Dermott / Sinopec,• Review of Leak Test Procedures submitted by Mc Dermott / Sinopec,• Contribute to the preparation of start-up sequence, marked-up PIDs,• Familiarize with ESP initial Start Up & operating,• Creation of L4 start-up and operating procedures, including pigging procedures (using Operguid format and MyProcedure digital tool),• Population of the Routine Task lists for Well pads and Lake Water Abstraction platform,• Preparation of the Operator round Check lists (using MyForms digital tool) for Well pads and Lake Water Abstraction platform,• Preparation of Shift report templates for Well pads and Lake Water Abstraction platform,• Preparation of pre-start-up check lists for Well pads and Lake Water Abstraction platform,• Review Site operations tool / Equipment lists for the relevant units,• Coordinate with Site training coordinator for the organization of the OJT phase for new operators
Operational Phase :
• Activities (Safety)• Contribute to the SIMOPS Dossiers elaboration for Well pads and follow-up, with all concerned entities (Construction, Drilling, HSE),• Acts as the Delegated Operating Authority once units / packages have been HO to Company and Company PTW applies,• Contribute to maintain integrity of Well pads and competency of personnel to operate safely,• Ensure safe working conditions for all personnel and perform last minute risk assessments, toolbox talks and site safety rounds,• Performs regularly safety rounds and ensure proper housekeeping and restore anomalies ASAP,• Identify downgraded situations and propose mitigating measures; then ensure that these mitigation measures are applied,• Contribute to the reporting of anomalies, incidents, STOP CARD; participate to the investigations including Cause Tree Analysis and apply corrective actions as necessary,• Participate to the Risk Assessment• Participate to PTW audits,• Participate to the Weekly Safety meeting,• In case of emergency situations, ensure proper safeguarding of facilities and follow up requests of the Production Superintendent,• Ensure correct follow up of defined mitigation measures of SIMOPS dossiers, PTW, Job Safety Analysis and DGS,• Opening of all deemed high risk permits on site,• Ensure that all mechanical and electrical isolations, flange tagging and logging, flushing, pressure test and start up programs are fully prepared and executed when required.
Activities (SU / Operations / Production/ SIMOPS)
• For system start-up, drive the whole Production team on Well pad side through the start-up sequence. Ensure adherence to the SU procedures; Identify gaps or issues and propose action for correction.• Plan / Organize all routine & non-routine activities of field operator team on Well pads including logistics related issues,• Prepare and supervise the delicate or risky Production operations on Well pads (typically pigging, cellar confined space entry, preparation for Workover),• Prepare and supervise the delicate or risky SIMOPS Construction & Production & Drilling operations on Well pads,• Coordinate site visits to the Lake Water Abstraction platform,• Prepare and supervise the specific activities on KAS-02 linked to electro-chlorination unit, including salt bulk delivery and unloading activities,• Supervise the specific activities on JBR-04 linked to the EOR (polymer injection) pilot,• Ensure adherence to chemical injection guidelines in coordination with Control Room,• Ensure smooth and proper Start-Up of the ESP and good follow-up and ramp-up,• Ensure that the sampling program has been properly executed and recorded,• Coordinate with Logistic for the top-up of chemical on site for Wellpads,• Participate to the Pre-Job Meeting,• Contribute to the preparation of the PTW dossiers,• Review latest site conditions and open daily authorized PTW on the behalf of the Production Superintendent,• Ensure proper Close out of PTW (works commissioned, isolation removed and location in safe and clean conditions),• Ensure proper daily event reporting and update of all relevant routine check lists and operator round logs,Ensure at shift change that the actual status of the facilities is known to the incoming shift,• Lead resolution of abnormal production situations,• Contribute to operational feedback on production issues,• In case of malfunctions, create or make sure that a clear notification is raised with the correct priority,• Highlight miss-function, compile all relevant documentation, participate to investigations and to the establishment of a diagnosis, propose corrective actions and enforce agreed corrective actions. Contribute to ESD report,• Prepare operational procedures and specific procedures including during shutdown preparation , as per OPERGUID format,• Contribute to the update of engineering documentations (PID, Safety logigrams, Operating procedures and standing instructions).
Team Leadership
• Supervise closely the activities of Well pads Field operators,• Contribute to the yearly assessment,• Contribute to organize all the crew change for the SU Support Team Personnel and ensure systematic hand-over at crew change (complete status of the facilities and standing instruction enforced),• Assist to train production team members in liaison with Site training coordinator,• Contribute to improve skills and know-how of teams.
