ActivitiesHSE / RSESD role:
Ensure a bridging document, endorsed by all parties, is developed to cover all routine and non-routine activities on Kabaale Hub, whether they are conducted by LA operators, by EACOP, by GMOC or by other Contractors, and therefore ensure full compliance with Affiliate and Site HSE Management Systems
Contribute to the Emergency Response Plan development.
Approve bridging document and Emergency Response Plan.
Ensure all actions are implemented to meet Affiliate and site HSE Objectives (LTIF, TRIR, Environmental Discharges incl. flaring, Tier 1 and Tier 2 events, Observation reporting, Life Saving Checks, Joint Safety Tours, …)
Ensure implementation and adherence to an Environmental Management System as per ISO 14001 requirement (including Waste management plan).
Coordinate constitution of a single Site HSE dossier for the perimeter.
Ensure all Integrity barriers (including SECEs) are always operational and maintained in a timely manner. Deviation or DGS raised if barriers are deficient.
Define and implement all the safety measures to mitigate safety and environmental risks on site. Review and acknowledge all Risk Assessments.
Declare and manage any downgraded situation. Define immediate mitigation measures and corrective actions.
Approve SIMOPS dossiers. Ensure adherence to SIMOPS dossier requirement.
Acknowledge all PTWs (co-signature with GMOC, LA operators, EACOP).
Ensure adherence to defined external and internal audit schedule. Follow up on action plans post audit.
Ensure site organization readiness to respond to any Emergency. Monitor adherence of GMOC to the following: personnel mandatory training, weekly drills, availability and functionality of all necessary resources
Attend the Emergency Response on site as advisor and liaison officer to Tilenga site and Kampala. Ensure implementation of actions as dictated by Contingency plans (Oil Spill Response,…) (position as On Scene Commander still to be defined)
Ensure accurate reporting of all HSE KPI, including HSE events through Synergi.
Lead investigations following any recordable incident, HIPO, Tier 1 and Tier 2 incidents and as deemed necessary. Ensure REX is issued accordingly.
Promote HSE culture on site through a high visibility on site on daily basis and through HSE meetings and talks.
Ensure adherence of all personnel on site to Company Code of Conduct, Ethics and Site Internal Rules.
Ensure best hygiene practices are enforced.

OPERATIONS.
Represent the TotalEnergies EP Uganda Company / Tilenga operator in the field.
Ensure smooth coordination and performance of all activities on site for all entities (Production, Maintenance, Inspection, Construction, Logistic, Hospitality and Catering, HSE, Security, Community relations, LA operators, EACOP, GMOC, other Contractors such as SMC…). Ensure resources are adequate. Identify and coordinate co-activities between all parties and ensure associated risks are well managed.
Liaise with GMOC for the performance of specific activities: pig reception, metering skid line change-over, …
Contribute to the activity planning, approve work programs and perform arbitration as deemed necessary. Lead the 5WLA planning.
Implement the site management tours at all locations under his responsibility.
Monitor the actual execution of the work programs versus plan.
Monitor all site production activities, to meet efficiency and objectives (including OPEX).
Approve main procedures and instructions.
Ensure accurate daily reporting of activities.
Ensure equipment failure are reported, documented and investigated, and that detailed action plans are issued and followed.
Contribute to optimization and troubleshooting. Propose modifications or adjustment as deemed necessary to improve reliability or availability, as well as to reduce costs.
Enforce recommendations from Affiliate Support team (Production Methods, Well performance, …)
Participate to the definition and approval of scope for shutdown and major campaigns.
Ensure adherence to Field Operations Management System, including to Meeting TOR and schedule, Management of Change Procedure.
Contribute to evaluation of contractor performances.
Care about the Welfare conditions of site personnel to ensure an acceptable standard is maintained.
Implement reward and sanction policy.
Mitigate the societal risks prevalent within the area of operation with the assistance of the community and security resources.
Participate in budget preparation and maintain a cost control system on site. Ensure a clear and precise reporting and time keeping of activities performed by GMOC and under other contracts, for further cost allocation.

Context and environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today.
The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda.
Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site.
The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready For Start-up (RFSU) target of July 2026

Accountabilities
Accountable for compliance of all site activities with International and Ugandan Laws and Regulations, with Company Rules, Affiliate and site HSE MS.
Guarantor of Personnel safety, Environmental protection and Property safeguard.
Accountable Production target achievement while meeting HSE, budget and planning objectives.

Qualifications/Experience requiredQualification:
Bachelor's degree or equivalent in engineering (i.e. Petroleum, industrial, mechanical) or degree in industrial chemistry.

Experience:
Bachelor's degree or equivalent in engineering (i.e. Petroleum, industrial, mechanical) or degree in industrial chemistry.
Minimum 10 years broad practical experience in the field of maintenance and production operations onshore or offshore sites and, Experience as Site Manager or Production Superintendent or HSE superintendent (medium / small site), or/and Head of Production Methods, HQ Exploitation Support Engineer are the minimum requirement.
Recognized leadership in an oil and gas operating environment. Sound knowledge of TotalEnergies policies, rules and specifications. Demonstrated capacities in HSE, personnel management and technical / operational matters.
English mandatory.
