Location: Paris or Dubaï Headquarters (Initial phase) then Libya (Construction phase pending FID & Mutual Agreement) Customer: TotalEnergies / GRP / REN / BD / PV Misrata
SECURITY MANAGEMENT MAIN MISSION
-The Supplier is in charge of coordinating the security in support of the Photovoltaic Project in Libya.
CONTRACTUAL FRAMEWORK
The application contract is based on the framework contract signed with TotalEnergies SE.
Contract Duration
The service shall be provided under an application contract with an initial term of one (1) year from 01/01/2026 to 30/11/2025, renewable upon mutual agreement between Parties for two 12-months periods. Renewal is limited at 2 times maximum.
Place of Performance
-Initial Phase: The Service Provider will perform duties primarily at the Client’s headquarters in Paris or Dubai, with regular travel to the Project site in Libya estimated at twice a month. The initial phase duration is expected to last 10 months until October 2026.
-Construction Phase: After the initial period, the Service will be primarily based in Libya, subject to project requirements.
Work Schedule
-Initial Phase: The Service will be delivered based on normal office work hours.
-Construction Phase: When the project enters the construction stage, the Service Location may transition to a rotational schedule, consisting of four (4) weeks on duty followed by four (4) weeks of rest.
Amendments
Any modification to the work schedule or conditions shall be formalized through a contractual amendment agreed upon by both parties. ACTIVITES
•Activities, deliverables and performance indicator are specified in appendix B
•The main themes are:
-Situation monitoring and reporting,
-Threat Analysis and Risk Assessment,
-Site(s) security coordination, including writing security plans and implementing action plans,
-Preparing and leading the security strategy during development, construction and operational phases
-Leading all security related Services for the project: security requirements aimed at contractors, EPC, O&M contractors, security strategy for TotalEnergies Employees
-Review of EPC & O&M security offers
-Assess site security and access back/to site
-Day-to-day coordination of security operations
-Local incidents and crisis management
-Management of security providers and other providers as required
-Staff training / awareness
-Reception of business travelers
-Investigations and audits
-Reporting
-Compliance with VPSHR, CSR
-Liaison with security representatives from TotalEnergies Libya, partner companies, Government Security Forces at site level.
