Dimension
 Manage base crew of maintenance personnel comprising of TotalEnergies and contracted staff more than 75 core team for on job training during commissioning phase.
 Responsible for site rotating & static equipment commissioning & start up.
 Site consisting of Central Processing Facility, LPG extraction plant with associated loading bays, 29 remote well pads and Offshore water abstraction platform
 Ensure the maintenance & preservation activities being undertaken by Staff personnel and appointed contractors are executed in a safe and efficient manner.
 Responsible for the monitoring of quality, progress against plan, cost and overall meets the company statutory legislative requirements.
 Actively contribute to the safe achievement of site production targets by taking a short- and medium-term view of risk/barriers in achieving those define targets.
 Setting the day to day and weekly commissioning execution priorities for their discipline.
 Work closely with contractors for effective vendor management.

Reporting line in organization: Process Wellsite Leader (Wellpads)

Activities
 Definition of sub-system boundary limits and commissioning packages within sub-systems. Definition of mechanical pre-commissioning and commissioning scope within the sub-systems.
 Support Commissioning Site Leader on site ensuring that the Contractor is fully conversant with all Company and Project Mechanical related standards and procedures.
 Support Commissioning Site Leaders overseeing Mechanical discipline works performed by Contractors/Sub-Contractors with reference to Quality Assurance and Control including contractors and sub-contractors’ conformity to Detailed Engineering design and specifications.
 Ensure that contractors progress on appropriate high-priority work-fronts to stick to the Level 3 schedule.
 Witness and participate in Vendor site activities as required.
 Ensure Contractor / Sub-Contractor execute the project, and records are maintained to achieve RFC, AOC & TCC as planned.
 Facilitate handover between Project & Field Operation, ensure good transition is maintained to transfer all technical information from project phase to operational phase.
 Anticipate problems by checking in due time planning aspects related to all interface’s issues during Mechanical installation/pre-commissioning and commissioning works.
 Follow up and intervention in contractor’s preparation for pre-commissioning and commissioning scope for both CPF & Well Pads. Planning and progress reporting.
 Approval of contractor’s methods and strategies for commissioning. Approval of contractor’s system commissioning procedures and Operational Test Procedures.
 Ensure all pre-commissioning and commissioning execution activities are carried out safely and in accordance with the project HSE plan.
 Undertake regular site visits / walk downs to assess the work quality and delivery of the Contractor and intervene as appropriate to ensure that activities progress in line with the project schedule.
 Witness contractor’s performance of pre-commissioning & commissioning to achieve mechanical Completion & AOC on a sub-system basis. Planning and progress reporting.
 Expert knowledge of commissioning completion system (ICAPS). Other completion system experience is relevant.
 Approval of contractor’s commissioning planning and follow up of progress according to plan.
 Approval of contractor’s punch list activities and control of punch list items including sign-off of punch list items. Planning and progress reporting.
 Witness contractor’s performance of onshore commissioning to achieve RFSU on system and sub-system basis. Approval of contractor’s pre-commissioning and commissioning dossiers. Planning and progress reporting.
 Follow up of contractor’s FAT activities at supplier premises. Planning and progress reporting.
 Assistance and contractor follow up during installation, pre-commissioning, commissioning, and production start-up. Progress reporting and planning.

Context and environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today.
The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.
Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready for Start-up (RFSU) target of July 2026.

Accountabilities
 Ensure “Total Group Referentiel” is implemented throughout TILENGA Project for all mechanical discipline related activities and liaise with TDO/EXP division as required.
 Participate in the training and coaching of TEPU production personnel and maintenance contractor personnel assigned to the Project.
 Throughout the Project, the main responsibilities of the Mechanical Commissioning Engineer are:
 To provide technical assistance for the preparation and execution of the Tilenga pre-commissioning and commissioning for the mechanical facilities regarding:
 All mechanical packages and equipment on board the project. Including instrument and electrical interfaces with mechanical equipment.
 Specific focus on rotating machinery, turbo generators and compressors, Pumps, Heaters, HVAC systems. Piping systems and leak testing.
 Create an environment in which a focus on value awareness is developed and constantly think in terms of cost/benefit trade-off.
 Identify, adopt creative and alternative approaches to problem solving and encourage others to do same.

Qualifications/Experience required
Qualification: HND (or equivalent) Appropriate mechanical engineering qualification with associated experience of supervising operation and/or commissioning in Oil and Gas, Petrochemical, large utility operations/projects.

Experience:
 Professional Experience (number of years): Minimum 12 years.
 Expert knowledge and experience of mechanical, piping and safety systems Commissioning & Start-up work preparing commissioning strategy, developing network planning, coordinating integrated plan, contractor follow up and supervision during pre-commissioning and commissioning, management of systems handover process and integration with field operations teams.
 Proven experience in pre-commissioning and commissioning of large rotating machinery.
 A broad knowledge of all aspects of the E&P business, experience in a multi-project E&P company environment with a thorough understanding of the technical and commercial issues and risks associated with the project.
 Experience in site mechanical discipline or integrated team
 Management and leadership skills to guide a team of multi-disciplined personnel including contractors.
 A good awareness of other disciplines. Significant responsibility in multi-discipline teams or projects.
 Good interpersonal and organizational skills as well as a good level of computer literacy and be proficient in Microsoft Office. English mandatory.
 Valid Medical Certificate which complies with Company standards.
