JOB TITLE: VENUS SPS HSE MANAGER
POSITION IN THE ORGANIZATION
Location: SPS EPFS Contractor office
Hierarchically reporting to: Venus SPS Manager
Functionally reporting to: Venus H3SEQ Manager
MISSIONS
• To supervise and coordinate all activities related to Health, Security, Safety, Societal and Environment matters for the Venus SPS package during the EPFS phase and the first 5 years of the Life of Field activities, in compliance with TotalEnergies and TEEPNA policies, Project specifications, procedures and objectives, international standards and local requirements
• To be responsible for the implementation of the HSE Management System for the package
• To promote H3SE in the project, propose H3SE objectives for the package
• To ensure that Project and package H3SE policies, requirements, procedures and objectives are properly implemented and achieved on the SPS package by COMPANY teams, SPS Contractor and all its subcontractors, on all the SPS package sites
• To support and enforce the Company Group Ethics and “Code of Conduct” policy
ACTIVITIES
To adopt & demonstrate an exemplary behavior with regard to H3SE rules and requirements, and with regard to the Company Ethics and “Code of Conduct” policy
To actively promote Safety culture and awareness, and in general H3SE awareness
To coordinate all H3SE activities within the SPS package and, as such, shall liaise permanently with the SPS Package Manager and H3SE teams within the package, as well as with the Venus Project H3SEQ Manager
Act as a focal point within the package for all HSE teams on the different fabrication, testing or service sites.
To provide H3SE recommendations to the Package team, Project Management and Project team
To be the direct point of contact of the SPS Contractor HSE manager and team, and the SPS Contractor LOF HSE representatives in-country, and to follow-up of all H3SE activities and performance of SURF Contractor and its subcontractors
To ensure that HSE requirements are complied with within the package, including by SPS Contractor and its subcontractors
To define and review H3SE management systems and requirements - Philosophy, Plans and Procedures – from Project, package & SPS Contractor
To review Contractors’ H3SE management systems, and control their implementation by conducting regular safety audits of Contractors on all sites, including fabrication yards and Marine Spread
To collect, follow-up and report all H3SE performance, statistics & KPIs compared to objectives and ensure reporting is done adequately and timely by all involved parties
To propose actions for use of the SPS contract HSE Incentive scheme
To analyze incidents, perform investigations, organize feedback to management and personnel and propose mitigations and way forward to improve situations and avoid re-occurrence
To ensure that the safety reviews are conducted in a timely and proper manner to comply with Project H3SE targets
To participate, as far as possible, to site HSE visits, premob reviews, audit… and prepare Package management HSE visits.
To ensure actions from reviews, audits, etc. (external and internal) are implemented and completed
To define and implement H3SE training plan for COMPANY SPS team and ensure adequate H3SE training of SPS Contractor and its subcontractors teams (as necessary)
To be accountable and to demonstrate an exemplary behavior with regard to H3SE rules and requirements, and with regard to the Company Ethics and “Code of Conduct” policy.
To support the package manager and Project QHSE Manager on all H3SE matters
To ensure readiness of all H3SE documentation and follow-up as necessary with all parties, including Local Authorities when required
To gather ‘lessons learnt’ and provide feedback to TotalEnergies entities as required
HSE ROLES & RESPONSIBILITIES
To promote Safety Culture and awareness and, in general, H3SE awareness of workforce at all levels through pro-active attitude (sites tour management, H3SE meetings, incentives actions, etc.) within Project team and Contractors.
To ensure that Project Personnel is adequately competent, trained and briefed on H3SE topics
To evaluate any employee H3SE concerns, ensure that potential failures, weaknesses and hazards are immediately addressed and reported
Demonstrate leadership in HSE behaviors, implementation and reporting.
Shall comply with TotalEnergies' HSE programs (Golden Rules, Our Life First,…)
CONTEXT AND ENVIRONMENT
The Venus field is an ultra deepwater project at roughly 3,000 m water depth, designed to produce 160,000 bbl./d of oil through two subsea production rings, and to re-inject produced gas through two dedicated gas injection lines. The development includes up to 38 subsea wells tied back to an FPSO, and a large subsea umbilical system.
International and multi-cultural environment.
Many suppliers locations, several fabrication, preparation / testing / servicing sites worldwide
Position permanently based at SPS EPFS Contractor Main office
QUALIFICATIONS AND EXPERIENCE REQUIRED
Professional Experience (years): 10-20, with experience of EPCI projects
Experience in similar position (years): 10 at same or equivalent position
Level / Diploma: Engineer, or equivalent
Languages: English mandatory, with good communication skills; ability to work in a multicultural environment.
